We are seeking an experienced and motivated individual to lead our Outpatients Department. This role offers the opportunity to lead a diverse, mixed‑skill team while driving high‑quality patient care and service delivery.
The successful candidate will:
Provide effective leadership and team management within a busy outpatient setting
Support service improvement initiatives and contribute to the development of innovative ways of working
Help shape the future direction of the service through forward‑thinking planning and collaborative leadership
Strong leadership skills, a commitment to service development, and the ability to work proactively within a dynamic environment are essential.
To be responsible for smooth running of the Outpatient Department (Outpatients, Phlebotomy and Treatment Room) at Velindre Cancer Centre and in the outreach setting based on robust service level agreements, ensuring efficient and effective management of the area.
· To ensure there are systems and processes in place to support the delivery of high-quality nursing care at all times within Outpatient Clinics, Phlebotomy and Treatment Room.
The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.
Main duties of the job
· To promote, improve and maintain the service improvement/modernisation programme for the outpatient service leading identified pieces of work.
· To manage the skill mix of the team and other relevant resources effectively for the delivery of the highest quality of care. To communicate effectively at all times, liaising with other health care professionals and teams within the Trust
· To display leadership skills which will enable you to initiate and implement change.
· To contribute to the senior nurse rota if required.
· To deputise for the senior nurse at meetings both internal and external.
· To contribute to the Trust nursing agenda.

Detailed job description and main responsibilities
To lead and manage the clinical team within the outpatient's
department providing support for clinics, phlebotomy and the treatment
room
Responsible for providing highly specialist advice and clinical
leadership to support and develop the nursing team within the
Outpatient Department.
To maintain a safe environment for staff and patients
Develop and maintain good working relationships with the SST Lead
Clinicians, Clinical Director, Senior Nurses and Senior Management
which promote effective and robust communications and collaborative
working
To have knowledge of all relevant policies and procedures/guidelines
relevant to the outpatient department and participate in the
development of Trust procedures and guidelines
To participate in the formulation of local policies and procedures
To lead in the clinical supervision of staff
To be proactive in upskilling staff to be ready for planned changes
To be involved in clinical audit of the unit environment and patient care plan.
Planning and Design
Contribute to the development and delivery of the Outpatients Integrated Medium Term Plan (IMTP)
Lead and implement service improvements within the outpatients department
Support with longer term strategy development
Lead specific action plans as designated by the senior management team. Lead and support the development of business cases for service developments
To be responsible for the delivery of agreed key performance indicators in relation to the whole outpatient service including outreach.
Improvement and Monitoring
Use a range of clinical and non-clinical information in order to support and deliver the performance management agenda. This will include using financial, workforce, activity, waiting list and performance data.
Support the Outpatients Programme and Operational Group in the delivery of performance targets, Key Performance Indicators and action plans for improvement.
Continually seek better and innovative ways to manage and deliver services more efficiently and effectively supporting service modernisation and improvement.
Professional Development, Education and Training
To co-ordinate training and learning opportunities with the senior nurse, to ensure that the highest level of standards in practice are upheld and developed within the unit.
To undertake regular appraisal with staff.
To lead in the development of annual training plans, following appraisals and reviews.
To ensure that a personal, professional education plan is discussed as part of the appraisal with the senior nurse
To encourage all staff in research proposals as agreed with the senior nurse
To actively encourage and drive the full range of clinical governance activities both within and outside the ward.
Ensure that personal knowledge and skills are up-to-date and will enhance the development of the department and members of the staff team.
To communicate effectively through agreed channels e.g. documentation, departmental meetings and others, directly and indirectly involved with the services.
To actively facilitate and encourage attendance by all staff at clinical supervision.
Demonstrate skills and knowledge to the team to promote standards of care, innovative practice and active participation in clinical supervision.
To have experience and qualifications as a mentor to student nurses and encourage future placement of students for their training.
Must actively participate in post registration training in accordance with N.M.C and Revalidation requirements.
Must be up to date with national, regional and service area developments e.g. NICE guidance, NSF’s, research based information.
Ensure up to date knowledge is maintained in respect of relevant legislation
To be involved in all aspects of Health & Safety at work, and to attend local meetings with and on behalf of the senior nurse
To develop areas of professional expertise within own role and within the team
Have the autonomy to act within Trust Policies and Procedures and within the agreed delegations or tolerances set by the Head of Nursing.
However scenarios may present that will require the post holder to analyse information and make autonomous decisions.
Have sufficient autonomy to interpret national guidance to inform delivery and the overall performance of the outpatients department and its objectives and the wider Outpatient improvement programme.
Assess and prioritise information and workload in order to maintain an efficient service.
Management and Leadership
The post holder will be responsible for leading /managing the nursing service within their department under the direction of the Head of Nursing. This will also entail close collaboration with; Head of Nursing, Heads of Departments
Responsible for providing effective leadership and management for the nursing team in complex and pressurised situations.
Need to be able to demonstrate effective leadership and engagement skills to support the continued momentum and delivery of the Outpatients IMTP. They must be able to motivate and support all stakeholders in envisioning an improved service for outpatients.
Works autonomously planning own work schedule plans.
Contribute to the development and improvement of systems and processes that facilitate effective patient flow,
Supports the Head of Nursing to implement service changes within the clinical area to ensure best practice is delivered in line with Clinical Governance.
Responsible for implementing annual staff appraisals and the formulation of development plans and training needs.
Prepares and monitors staff roster’s ensuring cost effective deployment of personnel
Finance and Budget
Responsible for the procurement and maintenance of physical assets and specialist supplies for the department.
Supports the delivery of Corporate Governance by ensuring efficient and effective use of resources within budgetary limits.
Authorised signatory for timesheets, travel expenses and direct orders for area of responsibility.
Assist the Head of Nursing to liaise with suppliers and arrange trials of equipment within the unit and prepare/present documentation to support purchase
Digital and Information
To analyse, collect and store information, which is relevant to clinical or departmental management.
To make use of such information in decision making, problem solving and care management.

Qualifications and Knowledge
Essential criteria
* Registered General Nurse on an appropriate part of the NMC register
* BSc Nursing
* In possession of or working towards a MSc
* Evidence of Leadership training eg RCN Clinical Leadership programme
* In possession of or working towards a service improvement qualification eg IQT Silver
* IT literacy and evidence of regular use IT e.g. WCP, WPAS, Microsoft packages e.g. PowerPoint .Excel
Desirable criteria
* Teaching qualification
* Management qualification e.g. ILM Level 5
* Root Cause Analysis Training
Experience

* Significant experience of working within Oncology or similar speciality
* Evidence of continuing professional development
