HMNB Devonport, Plymouth, PL2 2BG Job Summary Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy. Devonport Naval Base is the nerve centre for the Royal Navy in the South West. It supports operations around the globe and provides the ships, submarines, people, and equipment to deliver the UK’s defence policy. This position is advertised at 37 hours per week. Job Description The Movements Officer (MOVO) key task is to plan and coordinate the daily movements program and short-to-long term berthing plot for all vessels within the Naval Base and across the Dockyard Port of Plymouth to satisfy the operational requirements of the vessels and to ensure movements are planned safely IAW KHM Plymouth Safety Management System and directions. The Movements Officer is responsible for the effective delivery of: The compilation of medium to long term vessel movements programme and the production of short-term forecasts. The compilation, production and distribution of the Daily Movements Signal. The allocation of long-term berths or anchorages to ships. Liaising with the appropriate providers for the allocation of personnel, vessels, ancillary equipment and rigging support for the reception, movement and dispatch of naval/commercial vessels within the Dockyard Port. Liaising with appropriate MOD authorities and commanders (to include RFA, operational commanders and engineering support, and Flotilla Commanders) on the movement and special requirements of military vessels within the Dockyard Port. Liaise with the appropriate prime service providers for movements within the Dockyard Port. Coordination of the daily meeting between MOD, Babcock and SERCO. Chair of the weekly movements meeting for the planning and co-ordination of movements. The Movements Officer will act as Duty Movements Officer for moves as directed by KHM policy The post holder must adhere to the NBC(D) Diversity and Inclusion Policy. The Movements Officer is accountable to the Chief Admiralty Pilot (CAP)/Port Operations Manager POM), via the VTS and Movements Manager (VTSMM) for the execution of their duties and responsibilities. The Movements Officer Is Authorised To: Liaise with all relevant authorities in the execution of their key responsibilities of movement and berthing planning. This includes but is not limited to – FOST Programmers for future FOST programme and DOPS for current FOST programme. SERCO Ops Manager/Tug & Passenger Control for enabling of the Maritime Services Contract and the de-confliction of SERCO non-MOD activities to MoD. Babcock Berthing Manager and Berthing Officer for enabling of the FMSP contract and de-confliction of Babcock non-MOD activities to MoD. SURFLOT and Tidal X Berth Co-ordinator for RN ships and SM’s berthing matters. RFA Planner in Northwood to allocate berths and discuss movements of RFA’s Chief Admiralty Pilot for allocation of Pilots and Pilotage matters. Release signals concerning Movements, basin trials and other movement related matters. Receive and send signals on behalf of KHM Plymouth in relation to diving and sonar Sign contracts raised by Babcock Marine for Harbour berthing and movement assets. Person specification KHM Plymouth is seeking a Movements Officer to join the small dedicated team and play a vital role in the day-to-day operations within the Port ensuring vessel movements are managed safely and effectively. This is a dynamic, operational post where no two days are the same and the successful candidate will have strong communication and organisational skills with the ability to remain composed and decisive when under pressure. A proactive, flexible mindset is required and comfortable with operational changes at short notice. HMNB Devonport is a 24/7 port so vessels can move at any time based on tide and ships programmes so you will be expected to take on out-of-hours duty movements officer (available via telephone) which the roster is currently staffed by the VTSMM and MOVO. Currently 1 week on, 1 week off however flexibility is sometimes required to assist each others work/life balance. Part of the on-call duties is to be re-callable to work within 90 minutes. On-call duties attract a payment under current Civil Service Policy, Rules and Guidance. An understanding of the Dockyard Port of Plymouth, maritime operations, port operations and MS Office programs is advantageous.
