Deputy Manager – Legal and Regulatory Framework
Working for RMSK Care means being part of a dedicated team of adults committed to improving the day-to-day lives of young people. As a Deputy Manager, you will work closely with the Registered Manager to support, guide, and develop the staff team while ensuring the home provides a warm, nurturing, and safe environment for children.
You will play a central role in ensuring that the home operates in line with its Statement of Purpose, meets all statutory and regulatory requirements, and upholds the ethos of the organisation. The role involves supporting staff, safeguarding children, ensuring high standards of care, and promoting positive outcomes for all young people in our care.
Key Responsibilities
Leadership & Management
- Support the Registered Manager in the day-to-day running of the home, ensuring compliance with legislation, regulations, and Ofsted expectations.
- Provide supervision, guidance, and leadership to staff in line with the Children's Homes (England) Regulations 2015.
- Promote professional development within the team, identifying training needs and supporting staff to achieve qualifications.
- Assist in staff recruitment, induction, and performance management in accordance with safer recruitment practices.
Child-Centred Practice
- Ensure all children are cared for in line with their individual care plans, placement plans, and risk assessments.
- Support the matching, introduction, and transition of children into the home.
- Promote a trauma-informed approach (using PACE and PRICE) to care and behaviour management.
- Actively involve children in decision-making and ensure their voices are heard in reviews, meetings, and daily life.
Safeguarding & Welfare
- Act as Designated Safeguarding Lead, coordinating safeguarding practices and reporting concerns in line with safeguarding policy and statutory requirements.
- Ensure compliance with Children Act 1989/2004 and Working Together to Safeguard Children
- Maintain a safe, supportive environment that protects children from harm and upholds their rights.
Operational Responsibilities
- Oversee administrative tasks, rota planning, budgeting, and record-keeping to ensure the smooth running of the home.
- Ensure compliance with all company policies, procedures, and regulatory standards.
- Prepare and present reports for reviews, case conferences, and Ofsted inspections.
- Provide cover for shifts, sleep-ins, and holiday/sickness absences as required.
Qualifications & Experience
- Minimum of 2 years' experience working in a children's residential setting in a senior role.
- Level 3 Diploma in Residential Childcare (England) or equivalent (Level 4 desirable).
- Experience in staff supervision, rota management, and leadership.
- Full UK Driving Licence (held for at least 12 months).

- Salary: £32,000 – £36,000 depending on experience.
- 40 hours per week (primarily 9–5, with some shift work and occasional sleep-ins).

Legal and Regulatory Framework
The Deputy Manager role must be carried out in accordance with all statutory duties, regulations, and standards that apply to children's residential care in England. These include:
* Children Act 1989 & 2004 – Safeguarding and promoting welfare.
* Children's Homes (England) Regulations 2015 – Legal framework for care, Statement of Purpose, and management responsibilities.
* The Care Standards Act 2000 – Registration and regulation of children's homes.
* Working Together to Safeguard Children – Multi-agency safeguarding guidance.
* The Children and Families Act 2014 – SEND duties and responsibilities.
* Human Rights Act 1998 & Equality Act 2010 – Protect children's rights and promote equality.
* Data Protection Act 2018 / UK GDPR – Safe handling and sharing of personal data.
Compliance with Ofsted Quality Standards
The Deputy Manager must ensure full compliance with the Quality Standards for Children's Homes (Children's Homes Regulations 2015), including:
