Overview The Deputy Director of Financial Control is a senior role reporting to the Director of Finance for a large and dynamic Trust. The role will be responsible for the management and development of a large transactional finance team. The post holder will be a key link in day to day working with internal and external audit, local counter fraud and VAT administration services.
Responsibilities Responsible for the production of the annual consolidated group accounts in a timely and accurate manner, ensuring accounts are supported by complete and accurate financial records for ongoing monthly group reporting and the production of consolidated annual financial statements, including the production and consolidation of subsidiary accounts.
Lead the transactional finance teams: Financial Systems, Financial Accounts, Accounts Payable, Accounts Receivable and Treasury, ensuring an adequate control environment to support grip and control aligned to the standard financial instructions (SFIs).
Develop financial policies and processes to be implemented across the Trust (including subsidiary companies) in relation to financial accounting and financial control, considering internal issues and NHS policy requirements from the DH or SHA.
Develop financial reporting based on data contained within the general ledger, considering NHS policy issued by the NCL ICB, NHSE, DH and/ or successor bodies.
Play a key role in developing the medium-term financial strategy of the Trust.
Establish clear operational goals, policies and standards for use by others and ensure staff across the organisation are aware of and abide by these policies.
Use initiative to interpret overall NHS guidance and financial standards for use by others within the Finance Department and the Trust; ensure local guidance cascade supports GAM and FREM compliance in financial reporting.
Service Development Lead the assessment of the financial impact of NHS and other policy on Trust operations and services (e.g., new/amended financial reporting standards) and participate in national debates where possible.
Lead the development of performance indicators and metrics in the financial control team.
Support the development and operation of services within the Trust through high-quality financial information.
Lead the continuous development of Standing Financial Instructions, Standing Orders and Scheme of Reservation and Delegation; ensure commitment to act in accordance with them.
Oversee treasury policy and procedures, maximizing returns within an acceptable risk profile and managing relationships with external institutions.
Lead the continued improvement of cash forecasting procedures to maintain robust liquidity.
Analytical and Judgemental Skills Alongside the Director of Finance, manage multiple targets, objectives and projects, providing expert judgment and advice to Senior Trust Management and the Trust Board.
Interpret guidance on accounting policies and practices and advise others on interpretation.
People Management Directly responsible for the management of 4 staff. Provide professional leadership, coaching, and technical/personal development to all finance staff (direct reports and other staff).
Collaborate with direct reports to plan workload to meet operational and strategic needs of the Trust.
Communication Exhibit excellent communication skills to convey highly complex, sensitive or potentially contentious financial information effectively and persuasively, both verbally and in writing, at all levels of the organisation.
Communicate effectively with external and internal audit, addressing potential issues promptly to the satisfaction of both parties.
Deliver well-developed presentations and adapt representations of financial data to different audiences and learning styles.
Influence and persuade staff at all levels within the organisation; work with Trust Directors in committees and groups.
Collaborate with other departments to ensure robust and accurate general ledger financial information. Coordinate processes across boundaries and develop electronic data-sharing solutions.
Manage day-to-day relationships with internal and external auditors, ensuring requests are addressed and audit reports receive substantial assurance ratings; represent the Finance team in the Trust and at external meetings when accounting policies are considered.
Resource Management Lead preparation of year-end Trust consolidated accounts, ensuring timely production and approval with auditable back-up.
Provide expert advice on accounting issues to the CFO, Director of Finance and Finance Department, including analysis of new accounting standards and policies.
Prepare reports required by the NCL ICB, NHSE, DH or successor bodies; collaborate with the Director of Finance to reduce month-end reporting timelines.
Lead on all tax and VAT issues for the Trust; continually improve processes and practices of the financial control teams to enhance efficiency and value.
Provide lead support to the audit committee and support to audit committee members.
Information Management Line-manage the Head of Information Systems to ensure the financial systems architecture delivers a good service and is continually developed.
Oversee timely and accurate responses to Freedom of Information requests.
