People Strategy and OD Lead | Greater Manchester
£50,000–£55,000 | 6-Month Fixed-Term Contract
Castlefield Recruitment are working in partnership with a leading public sector organisation in Manchester to recruit an experienced Organisational Development Professional for an initial 6-month fixed term contract.
This role offers an excellent opportunity to contribute to a major transformation programme, supporting cultural and workforce change across a diverse and dynamic organisation. A hybrid working model is in place, combining flexibility with collaborative office working in central Manchester.
Role Overview
The People Strategy and OD Lead will work closely with senior leaders and stakeholders to design, develop, and deliver people-focused change initiatives that support the organisation’s strategic objectives. A key dimension of the role will be shaping and driving the overarching people strategy
Key Responsibilities
* Lead the delivery of HR and OD change programmes aligned with the organisation’s strategic and workforce priorities.
* Shape and influence the organisation’s wider people strategy, ensuring that workforce development, culture, inclusion, and capability-building initiatives support long-term organisational ambitions.
* Partner with leadership teams to design and implement people and culture change initiatives, ensuring alignment with organisational values and strategic direction.
* Provide expert HR and OD support to transformation and service redesign projects, ensuring people impacts are well understood and effectively managed.
* Develop and deliver communication, engagement, and change management plans to support successful outcomes.
* Support workforce planning, leadership development, and organisational design activity, contributing insight and strategic thinking to ensure the future workforce is sustainable and skilled.
* Review and update processes, policies, and frameworks to support modern, flexible, and people-centred working practices.
* Facilitate workshops, training, and development sessions to build leadership capability, improve staff engagement, and strengthen cultural cohesion.
* Monitor the impact of change initiatives, using data and qualitative feedback to provide insight, measure progress, and inform continuous improvement within the people strategy.
* Act as a trusted advisor on culture, engagement, and workforce development, using evidence-based approaches to support leaders through complex change.
Key Requirements
* Proven experience in HR, organisational development, or Change Management roles within the public sector, NHS, or similar large complex organisation.
* Demonstrable experience of leading or supporting organisational transformation and workforce change.
* Strong understanding of people strategy, workforce planning, culture change, and leadership development.
* Excellent stakeholder management, communication, and influencing skills.
* Strong understanding of organisational design, engagement, and change management principles.
* Ability to work collaboratively and flexibly within a fast-paced, evolving environment.
