Location: West Yorkshire

Role Overview

The Site Manager will work in the project team under the leadership of the project leadership and will share the responsibility for the successful delivery of any given project to the client’s satisfaction and in accordance with Sewell Construction policies, procedures and cultural approach, known as Construction Excellence.

The role responsibilities are split into the cultural requirements known as “Software” and technical and procedural requirements known as “Hardware”.

* Deliver as a single team, working collaboratively with our clients, subcontractors, design teams, and internal colleagues
* Motivate the delivery team and lead by example, embracing and conveying the pace and energy of the project to the delivery team.
* Share responsibility with the project team for the performance management of the supply chain, ensuring fair recognition of performance beyond expectations along with swift and appropriate measures to address underperformance.
* Maintain two way, honest and open communication with our customers and end users to create a continuous feedback loop to drive improved performance, and respectfully challenge when necessary and have the difficult conversations.
* Support the project team in achieving project completion and addressing any defects which may arise following completion.
* Support the project team to ensure the safe delivery of any given project, monitoring construction works (including sub-contractors) for compliance against control measures identified in risk assessments
* Co-ordinate safety documentation, review Method Statements and Risk assessments.
* Reporting all accidents, incidents, near misses and unsafe conditions (direct and sub-contractors) through designated methods, and implementing action as required.
* Undertake field weekly site inspections, and accompany Safety Advisors and HSE inspectors during site visits.
* Observe and implement the rules and systems, which are derived from the Health and Safety Policy and the arrangements for its implementation
* Work with the team to ensure the financial performance of any given project meets its targets, mitigating the impact of any loss of money through wasted time, materials or substandard installations which require re-work.
* Ensure the interests of the business are protected through the correct implementation of the contract between all parties.
* The Site Manager will support the team and ensure the design is buildable, fully coordinated in good time to allow a ‘right first time’ approach on site and is compliant with all relevant legislation and guidance in force at that time
* Work with the team to produce and implement short term planning and programming to ensure individual milestones are met in the project along with the overall completion.
* Support the project team through expectation management of the supply chain to ensure the project is delivered to our expected quality standard.
* Report all quality incidents (direct and sub-contractors) through designated methods, providing feedback on sub-contractor service quality, and implementing action as required.
* Ensure a ‘right first time’ attitude towards the work and achieve this through pre-start briefings with the supply chain and continual positive reinforcement as the work progresses, both in-situ and during regular coordination meetings.
* Ensure that contractor quality plans have been received and relevant inspections, hold points and critical checks are being carried out in accordance with the approved quality plan.
* The Site Manager will support the project team in achieving the environmental performance of any given project and will ensure there are no breaches in environmental law and the disruption caused by the work is minimised.
* The Site Manager must embrace and comply with the company’s Environmental Policy and Procedures along with a pro-active attitude in approaching matters concerning the work impacting on the environment.
* Reporting all environmental incidents, near misses and unsafe conditions (direct and sub-contractors) through designated methods, and implementing action as required.
* Prevent pollution, reduce waste and ensure, wherever practicable, that measures are implemented to protect and preserve natural habitats, flora and fauna. Take action to eliminate or reduce any potentially adverse environmental impacts

Requirements

* Hold a full driving licence, valid in the UK.
* Qualified at NVQ Level 6 or above and hold a valid 5-day CITB SMSTS Certificate
* A proven track record in controlling and managing large scale construction projects including the management and coordination of subcontractors
* Experience in leadership and be able to demonstrate strong leadership qualities
* Previous experience working with programming and web-based document storage software
* A positive and professional attitude.
* Ability to work using own initiative but also as part of a close knit team.
* Excellent levels of computer literacy, and be fluent in Microsoft Outlook, Word and Excel.
* Have a proactive attitude towards delivering construction works to a world-class standard.
* Hold excellent communications skills and the ability to liaise with senior clients & subcontractors.
* Possess good organisational skills with the ability to prioritise a variety of tasks.
* Possess a positive approach to learning, development and progression.
* Have a flexible outlook towards hours worked (some out of hours working may be required).
* Have working knowledge of current Health and Safety practice.
* Previous knowledge working with both public and private sector clients
* Hold or be working towards a professional qualification relevant to the role
* Previous experience and/or training on BIM (Building Information Modelling)

The position will be based in our client's solar plant construction site in central England with strong involvement in project preparation, monitoring and execution.

MAIN ACTIVITIES:

General HSE requirements

Ensures strict compliance with project HSE requirements, HSE contractual clauses and any other documents governing relations with contractors.

Ensure strict compliance with HSE instructions, rules and procedures in force in the business affiliate and / or Special Purpose Vehicle and applicable for the project.

Provides Construction Design & Management (CDM) advice and support, including review of pre-construction information, health and safety files, construction phase plans, risk assessments and method statements.

Supports Project team in the safe execution of any operational activities, including participation in Hazard Identification and Risk Assessments (HIRAs), review of quality and HSE plans, inspection and test plans, kick-off meetings, safety standdowns and relevant meetings.

Manages HSE evaluations of any new contractors.

Develops and deploys company HSE Management system.

Promotes company Safety culture & follows implementation of company HSE systems (Golden Rules, Our Lives First, Lifesaving Checks, Safety Green Light, Safety tours, stop work authority).

Advises and accompanies contractors on general and specific operational HSE matters.

Reviews and verifies implementation of Contractor HSE plans / procedures including tasks' specific documents and ensures documentation is kept up to date.

Ensure that site HSE meetings and reviews are performed and recorded accordingly.

Monitors and reports to UK Head of HSE and Renewables HQ HSE management the level of project compliance regarding implementation of H3SEQ standards, any local by-laws and government legislation.

Ensures all SITE activities carried out by contractors and subcontractors are conducted in strict accordance with project HSE Standards.

Monitors the effective implementation of the Permit to Work system on site.

Ensures implementation of HSE Risk Management process, and that all activities are covered by relevant Risk Assessments.

Ensures HSE checks of all machinery / equipment entering the site are performed & verifies inspection process.

Ensures relevant project HSE permits are obtained from authorities and monitors their implementation.

Ensures emergency response plans are developed, supports their implementation for any identified potential event, and ensures that drills are carried out accordingly.

Environmental Aspects Management

Ensures compliance with environmental and social ESIA requirements and measures concerning the project

Follows up Environmental and Social Action Plan (ESAP), Environmental and Social Impact Assessment (ESIA), Environmental and Social Management Plan (ESMP) and Stakeholder Engagement Plan (SEP) commitments.

Monitors and controls the EPC contractor with regards to his scope for compliance with national requirements.

Carries out environmental inspections and conducts toolbox talks and training of the EPC contractors and subcontractors.

Supports external advisor in the performance of quarterly E&S audits to assess the implementation of actions outlined in ESAP.

HSE reporting and REX

Collects and consolidates relevant HSE data from all project worksites for daily / weekly / monthly reports.

Prepares necessary environmental data for monthly construction reports, company specific and lenders reports.

Ensures reporting of any anomaly, violation & unsafe practice and follows up corresponding corrective actions.

Ensures an HSE Observations (unsafe situation/act) reporting scheme is implemented, with proper analyses and follow-up of action taken; Promotes proactive HSE Observations reporting.

Ensures efficient communication of Return of Experience (REX) on site and within the company.

SPECIFIC REQUIREMENTS:

Previous HSE professional experience in the energy industry and construction sector(s) of which should ideally be on site.

Technical degree or diploma (plus internationally recognized HSE degree/diploma)

Experience in the power sector will be a plus.

Knowledge of local regulations regarding construction health and safety as applicable to solar installations, labour laws etc.

Precision and zero compromise / tolerance approach on HSE and technical excellence.

Ability to understand procedures and instructions specific to HSE topics.

Ability to prepare reports on all HSE technical matters.

Key Responsibilities:
