Job Description: DIO have a unique opportunity for an Explosive Ordnance Liability Manager to join our small team of Subject Matter Experts (SME's) and help ensure that, from an unexploded ordnance (UXO) perspective, the MOD Estate can be maintained, developed and/or sold in a safe manner. Day to day tasks vary and involve a mix of 'office' based working as well the opportunity to visit a variety of sites in order to carry out UXO assurance safety visits and other site based work. This role ensures that, from an UXO perspective, DIO enables its customers to have the safe, sustainable and high-quality Defence Estate that they need. The post holder will provide specialist advice on potential UXO that could be encountered across the MOD Estate. As part of the role, the post holder will assure commercially produced UXO risk assessments and verification reports, working for a variety of MOD customers. Your work will help MOD customers to understand their liabilities and help them to manage the risk from UXO across the Defence Estate. The role also includes monitoring alienated land (land which is no longer part of MOD estate) where the MOD has a liability, providing advice and assurance to both MOD and non-MOD stakeholders. Accurate information on the Defence Estate is essential to allow informed decisions are made with regards to new build, redevelopment, demolition, sale or repurposing of MOD land. It is also important to understand the extent of UXO contamination on alienated land, in order to manage and mitigate the MOD's current and legacy liability. The post holder will also be required to undertake the collation, management and provision of UXO Estate Intelligence (EI) held within MOD. Currently records are spread across different departments, often in hard copy format only. Such records can include aerial photographs, ordnance clearance certificates, old site plans, station diaries or other logs. There will be an element of digitisation of records, some of which will need to be geo-referenced. The successful candidate will be expected to travel to sites located across the UK a number of times a month, potentially Monday to Friday on occasions. If the post holder is not based at MOD Corsham, regular visits to the EOLM Office will be required to access archive materials etc as part of the role. Employment Hours The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Flexible working, Part-time working and Job Share working patterns will be considered. Where business needs allow, this role may be suitable for a combination of office and home-based working, therefore you must consider if any of the above locations are within a reasonable travelling distance. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Essential Skills and Experience: Knowledge and experience of the following: Construction industry guidance in respect of UXO, including research, verification and mitigation. Military or civilian Explosive Ordnance Clearance/Disposal (EOC/EOD) training and/or experience, including UXO risk assessment and ordnance recognition skills. A key part of role is making site assurance visits to remote areas of the country, which are often not serviced by public transport and may involve off-road travel by 4x4 vehicle. Desirable Skills and Experience: Experience of data/archive management, including use of geospatial computer software. Understanding of health and safety in the work place, including principles of risk assessment. Membership of the Institute of Explosive Engineers. Unmanned Aerial Systems (UAS) licence (Certificate of Competence and A2 category). Certified 4x4 off-road driver training.
