The Role The role is Belfast based with occasional travel to London. We are recruiting a Resourcing Delivery Manager to be part of the newly established Independent Commission for Reconciliation and Information Recovery (ICRIR). Your role will be key in ensuring the Commission has the right mix of skills and capabilities to deliver its objectives. The Resourcing Delivery Manager will lead a team to successfully deliver our resourcing campaigns including volume, rolling campaigns and ad-hoc projects to support business needs. You will be responsible for developing strong and meaningful relationships with both hiring managers and senior stakeholders within the business whilst managing, motivating and supporting a resourcing team. You will contribute to delivering effective resourcing solutions for our new and fast developing organisation. Reporting to the Head of HR Operations, you will support the strategic workforce planning function, identifying current risks and opportunities and understanding future skills requirements. Key Responsibilities To manage the recruitment team ensuring that recruitment, workload allocation, quality assurance, training & development, performance, and other management activities are carried out in accordance with ICRIR policy and good practice. Act as a subject-matter expert and escalation point, staying up to date with employment law and policy, deputising for the Head of HR Operations as needed Collaborate with senior leaders to deliver proactive, strategic recruitment and resourcing solutions. To lead on the continuous development and maintenance of the end-to-end recruitment process, providing appropriate support and input at every stage and driving positive change across all aspects of recruitment. To lead on the development and maintenance of the Commissions applicant tracking system (ATS) ensuring that the technology available to the organisation to support recruitment is fit for purpose and meets organisational needs. Person Specification Essential Criteria Experience of high-quality recruitment delivery for a large/diverse and fast paced organisation Strong working knowledge of equality and employment laws and an understanding of the importance of EDI in recruitment. Strong team leadership, delivering outcomes that support organisational priorities. Strategic thinking and collaboration skills to implement forward-thinking recruitment plans. Excellent collaboration, negotiation, and communication skills. Demonstrate the values set out in the ICRIR Code of Conduct Willingness to be assessed against the requirements for CTC clearance, if not already cleared.
