Job Title: Blue Badge Fraud Investigation Officer (Ex-Detective / Specialist Investigator) Location: Gloucestershire (office base in Gloucester, field work countywide) Contract Type: 12-Month Fixed-Term, Part-Time (2 Days/Week – 8 Hours per Day) Day Rate: PAYE: £350 LTD/Umbrella: £350 AWR PAYE: £350 Start Date: ASAP Driving Licence: Required – Full UK Licence and access to an unmarked vehicle for field duties Overview: Service Care Solutions are proud to partner with Gloucestershire County Council to recruit a highly skilled Blue Badge Fraud Investigation Officer. This specialist role is ideal for an ex-police detective or investigator with a detailed knowledge of criminal investigation processes, PACE, CPIA, and fraud-related legislation. You will lead investigations into misuse of the Blue Badge Scheme and support enforcement across the county. Key Responsibilities: Investigation & Enforcement (Core): Lead all criminal investigations into fraudulent Blue Badge use across Gloucestershire. Conduct regular on-street compliance visits and spot checks (50% of your time). Identify misuse including use of stolen, counterfeit, expired, or misappropriated badges. Prepare high-standard prosecution case files including witness statements, exhibits, cost schedules, and legal referrals. Attend and give evidence at Magistrates and Crown Courts as required. Carry out interviews under caution (PACE) at the Council’s PACE suite. Operate in compliance with CPIA 1996, PACE 1984, Fraud Act 2006, and other relevant legislation. Investigate five key offence types: Misuse of genuine blue badges Use of fake or forged badges Use of stolen badges Manufacturing of counterfeit badges Fraudulent use of on-street parking permits (residential/carer/business) Data Gathering & Reporting: Collect data on badge use including location, time of use, frequency, and user profile. Produce detailed monthly reports outlining investigations, prosecutions, risks, and outcomes. Maintain central exhibit registers and manage unused material under CPIA protocols. Track prosecution progress and prepare ‘highlight reports’ for monthly performance meetings. Stakeholder Engagement & Training: Liaise closely with GCC Legal Services, Parking Operations (NSL), Gloucestershire Police, Internal Audit, Communications, and Trading Standards. Support the training of Civil Enforcement Officers on identification of fake badges and fraud indicators. Attend CEO team briefings and joint operational activities with partner agencies. Assist the Council’s Comms Team in proactive media campaigns targeting badge fraud. Report cross-county misuse to relevant local authorities to combat national badge fraud. Logistics & Compliance: Work flexible hours (including weekends when required) to accommodate operations. Attend approximately 4–6 court hearings per year. Office access (1 day/week) with secure document storage and ICT access provided. Must operate in line with GCC’s ICT, information management, and security standards. Person Specification: Essential: Former Detective or Investigations Officer (Police or similar regulatory background). In-depth working knowledge of PACE, CPIA, and criminal law related to fraud, theft, and counterfeiting. Confident preparing cases for prosecution, conducting interviews under caution, and attending court. High attention to detail and ability to produce legally robust reports and documentation. Exceptional stakeholder communication skills; able to train others and work cross-departmentally. Self-sufficient with access to an unmarked personal vehicle for surveillance/spot checks. Desirable: Experience working with Local Authorities or Trading Standards. Familiarity with on-street parking enforcement systems and digital evidence gathering. Media engagement or public-facing campaign involvement. Additional Information: GCC will provide camera equipment and hot-desking facilities in Gloucester. The role requires complete confidentiality, professionalism, and compliance with local authority prosecution procedures. Contract may include post-exit responsibilities, including follow-up court attendances.
