One of London's most vital transport operations are currently seeking an experienced Procurement Manager to immediately support Corporate, fleet and Engineering Vehicles operations.
Role: Procurement Manager
Duration: 3-month contract
Pay: Up to £480 p/day (Inside IR35 via Umbrella)
Location: London (2/3 days onsite)
This role is ideal for a commercially‑minded procurement professional to manage a varied pipeline of public procurement activities, ranging from below‑threshold RFQs to complex over‑threshold procurements.
Key Responsibilities
* Lead end‑to‑end procurement processes, including market analysis, supplier selection, pre‑qualification, tendering, evaluation and contract award.
* Develop procurement strategies, category plans and five‑year procurement forecasts for defined asset groups.
* Run over‑threshold and under‑threshold procurements, including RFQs and regulated competitive tenders.
* Prepare compliant procurement papers, commercial recommendations and direct award justifications (PA23 aligned).
* Manage contract drafting, negotiation and finalisation.
* Ensure robust risk assessment, supplier assurance and adherence to HSQE requirements.
* Collaborate with engineering, depots, operations, finance and assurance teams to capture requirements and deliver optimum outcomes.
* This is an exciting opportunity for someone to develop procurement strategies, run compliant tenders, negotiate commercial agreements and ensure value for money across a range of works, services and supplies.
Key Requirements
* Strong public sector procurement experience, including regulated, end‑to‑end processes.
* Proven delivery of over‑threshold procurements and complex tendering activity.
* Confident stakeholder management across technical, operational or engineering environments.
* Commercial negotiation skills with a focus on value for money.
* Experience preparing procurement strategies, papers and contract documents.
* Solid understanding of PA23.
* CIPS or MCIPS qualified.
