Overview

Leeds City Council is seeking an Admin Officer to join the Income Team and work within the Asset Management and Regeneration service. The role supports Highways and Transportation and aims to improve time recording and income recovery through effective administration and technical support, using Timemaster and Dynamics F&O, and contributing to the potential replacement of Timemaster.


Responsibilities

* Work as part of a proactive team to help deliver income in line with service objectives.
* Collaborate with Highways staff to manage their time recording system (Timemaster) and recover income from internal and external clients.
* Be part of a working group providing input to decide and implement a replacement system to Timemaster.
* Provide detailed administration and technical support using Timemaster, Dynamics F&O (formerly FMS/Civica), and the Civica Invoice system to raise invoices to external debtors as part of the Technical Service Development and business support function.
* Organise and operate Timemaster to generate feeder files for data download to Dynamics (F&O).
* Operate Dynamics (F&O) to generate all external invoicing.
* Contribute to the planning, development and monitoring of Timemaster; monitor and evaluate the system and processes.
* Develop and maintain good working relationships with outside agencies and stakeholders; liaise between managers and administration staff.
* Provide detailed data analysis and reports as required; produce and respond to all forms of correspondence; manage administrative procedures.
* Coordinate and supervise support staff, including providing training and guidance on all areas of work or technical issues.
* Work as part of cross-service teams and progress project workstreams; undertake research to inform decisions.
* Comply with health, safety, confidentiality and data protection policies; report concerns appropriately.
* Adhere to the Council's Equal Opportunities policy and participate in performance development and training for personal development.
* Undertake any other duties commensurate with the post as required.


Qualifications & Skills

* Good communication skills, both verbal and written.
* Good IT skills, including Microsoft Office applications and Excel; sound numeracy and ability to work with large data sets.
* Strong interpersonal skills; ability to work to tight deadlines; flexible approach and team-working capability.
* Ability to work quickly and accurately, both in a team and on own initiative; ability to coordinate queries to meet deadlines.
* Sound working knowledge of standard IT applications in an office environment; understanding of local authority roles and responsibilities; awareness of health and safety responsibilities.


Experience

* Experience maintaining good working relationships with internal and external clients; experience using IT packages to support professional services; experience handling complex information and data; experience delivering to strict deadlines.

* Take ownership of personal development and participate in learning and development activities.


Education

* Educated to GCSE level including English and Mathematics at grade C or above; IT qualifications and/or equivalent work experience.
