Principal Accountabilities and associated Guidance Documents
* Manage and develop their Construction Delivery Managers, to ensure they have a good understanding of site activities and can carry out their role accordingly. Offer support and guidance, along with ensuring that all appropriate training for a CDM is undertaken.
* Fulfils Line Management responsibilities to Construction Delivery Managers.
* Oversee all aspects of Health Safety and Environment during construction activities in their allocated area(s), in accordance with the NNB HPC Construction Phase Plan.
* Undertake and record safety and/or assurance inspections that support the project KPI's. The tool at HPC for this is INSIGHT.
* Construction Delivery Lead shares the Construction Delivery Manager's responsibilities depending on work area and scope complexity. When nominated by the SCDM, undertakes role of Construction Delivery Manager for specific areas as and when required.
* Ensures that the HPC Drumbeat for the series of Daily and Weekly Meetings is understood and carried out by CDM's.
* Organise and conduct Weekly planning meetings called Plan of the Week (PLOW's) with the Contractor Partners, to ensure that the coordination and short term planning is in line with the overall delivery schedule and outputs are recorded and issues escalated.
* Supports the CDM/Contract Partners in the running of the Plan of the Day meetings (PLOD's).
* Attends all appropriate Coordination Meetings for their areas of works. CDM to support.
* Attends all Weekly, monthly MDT Meetings for their area of works and contracts. CDM to support.
* Leads all Weekly Construction meetings for their area of works and contracts, using and updating the Issues & Action Tracker created for all of the NI Works. CDM to support.
* Oversee the contractor's management of all construction and labour force logistics and contracts relating to the works to be constructed.
* Support the Tier 1 contract partners in the delivery of their scope, providing information and co‑ordination to support the contractual management of the works.
* Recommend temporary measures to mitigate against safety and/or quality concerns, along with program restraints. Follow up by taking appropriate and proportionate action (e.g., issue communications, call meetings) to avoid the cessation of works. This includes but is not limited to review of documents, assurance audits, etc.
* Review the Construction Daily Site Logs (DSL), Surveillance Guideline, produced by the CDM's, to ensure information is reported to the required level of detail, up through the organisation and escalates any issues/concerns via detailed reports.
* Ensure that a Surveillance Programme (example), is in place for all Contracts associated with their work areas.
* Proactively communicate/coordinate with site functions (H&S, quality, surveillance, commercial, project controls, logistics) and other CDM's, CDL's & SCDM's, to maintain good communication links, and ensure activity is well and timely reported.
* Acts as Lead Reviewer (or Reviewer as SME) for documents submitted by the contract partners on Teamcenter.
* Ensures that an appropriate Review Matrix is available for Construction related documentation and that the individual MDT's have an up‑to‑date version to assist them with the correct individuals to carry out document surveillance.
* Assists CDM's & Tier 1 Partners in the production and validation of RAM's Addendums. Use Docusign for signatures.
* Supports the CDM in Reviewing and Signing WAF's (Work Authorisation Forms) to give approval for Work Authorisation on all work areas under his control.
* Leads CDM's in assisting the Tier 1's in the production of Hand Over Certificates and associated Temporary Access Certificates (TAC's).
* Working with the CDM & SCDM, ensure that the Tier 1 Contractor Partners are collating Lifetime Quality Records (LTQR's), in a systematic way and in the appropriate format.
* Supports the MDT PM is collating evidence for the DWP from T-12.
* Ensure that the Tier 1 Contractor is complying with all ITP activities in the field and that all Surveillance Opportunity Notification Information Management System (SONIMS) notifications are being booked and adhered to by them.
* Advise the Senior Construction Delivery Manager of any issues that come to light that should be addressed contractually.
* Contributes to the "Live" NNB NI Civil and/or M&E Construction Daily Report (to be produced and Link Required).
* Ensures that all CDM's in their team are feeding into the "Live "Construction Daily Report and Works Area Contract Specific Information Sheet.
* Manage Engineering Change in the field, owning RFI's, FCR's and NCR's on both the outgoing CCIS System and the new system which is to be SWITCH and UPDATE.
* When instructed to by the SCDL, carry out the CDL role involved in Mobilising a Contractor Partner to site.
* To ensure the CDL is fully informed of the T1's responsibilities in line with their contract.

Knowledge, Skills, Qualifications & Experience
Essential
* Management of strategic planning of site set up, construction sequencing, recovery plans and resource allocation.
* Good working knowledge of commercial principles affecting construction matters.
* Ability to produce informative, concise reports.
* Motivational approach and the ability to energise team members by building a climate of trust and understanding.
* Considerable working knowledge in the delivery of large complex projects.
* Relevant Degree (or equivalent experience/qualifications) in either Civil, Mechanical & Electrical Engineering or Construction.
* Working understanding of the post holder's obligations under CDM Regulations.
* Excellent organisational and communication skills.
* Able to deliver results when working under pressure.
* Ability to manage multiple stakeholders.
* NEBOSH, SMSTS or IOSH qualification holder.
* Collaborate with other managers to effectively manage operations of the site.
* Adopt a results‑focussed mindset, using initiative, and taking personal responsibility and accountability to ensure necessary action is taken to deliver excellence, value, and quality.
Desirable
* Experience of operating in a high security environment advantageous.
* Experience within the Nuclear environment is advantageous but can be offset by demonstrable experience within Civil, Mechanical & Electrical Engineering/Construction.
* NEBOSH, SMSTS or IOSH qualification holder.
