Associate Director of Population Health Insight

This is a standout opportunity to shape the future of population health across Norfolk and Suffolk. As Associate Director of Population Health Insight, Economics and Evaluation, you will sit at the heart of system decision making, ensuring the best possible use of data, evidence and economics to improve outcomes, tackle inequalities and deliver value for our communities.

You will lead the N&S Intelligence Function, providing authoritative systemwide leadership in population health insight, health economics and evaluation. Working closely with other providers & authorities, you will ensure high quality intelligence is embedded in planning, commissioning and transformation from strategic investment decisions to neighbourhood level proactive care.

This role has significant influence at board and system level. You will shape business cases, support prioritisation and assurance, and lead robust evaluation of programmes to demonstrate impact and value for money. A key focus will be enabling the Neighbourhood Health model through linked datasets and population health management approaches, supporting teams to identify and support those who will benefit most.

You will also lead and inspire a high performing analytical workforce, championing the data profession and fostering a strong, evidence led culture.

Main duties of the job

* Provide strategic leadership for population health insight, evaluation, and health economics across the Integrated Care Board
* Support delivery of neighbourhood health through provision of insights from linked datasets and application of population health management analytical methodologies
* Support primary care to identify and support patients that will benefit most from proactive care interventions
* Lead the development and delivery of evaluation methodologies, ensuring ICB commissioned programmes and investments demonstrate impact, improved health outcomes, and value for money.
* Provide expert analytical input into business cases and options appraisals through economic modelling to support informed decision-making.
* Lead and develop a high-performing analytical workforce, building capability and champion the work of the data profession, to increase the reach and influence of the analytical community’s work
* Broaden insights on wider determinants of health by identifying opportunities to link new datasets to healthcare data and contribute to effective data management
* Champion data analysis and have a visible presence as the ICBs principal expert on population health insight and shape a strong evidence led culture across the organisation
* Act as a senior professional adviser to executive and clinical leaders, communicating complex information with clarity and authority.


About us

The NHS Suffolk and North-East Essex Integrated Care Board (ICB) plans and buys healthcare services for our population. This function is commonly referred to as commissioning. To do this, we work within a budget of around £3.8 billion, which is set by NHS England, and work closely with local government and the NHS providers in our area. Our performance is judged by how well our local health and care system as a whole is working, including the health outcomes of our communities.

The ICB has delegated some authority to the three health and wellbeing alliances that operate in Suffolk and North-East Essex to act on its behalf. This is to ensure that the needs of smaller, local areas are addressed.

The ICB remains accountable for all of its functions, including those it has delegated. Local residents have a big role to play in the operation of the ICB. We rely on the experiences and perspectives of our communities to help shape our decision-making.

Experience

* Educated to masters level in a relevant analytical subject or equivalent level of experience of working at a similar level in specialist area
* Proven, significant data and analytical leadership experience with advanced experience in statistical analysis, modelling and forecasting
* Advanced knowledge of and experience in evaluation
* Advanced knowledge of and experience in health economics
* Evidence of post qualifying and continuing professional development
* Significant leadership experience at senior level in the NHS or other public healthcare related industry
* Proven senior leader level experience of leading and delivering complex change and strategy in a politically sensitive and complex environment
* Proven record in transferring processes and roles between locations.
* Significant experience and understanding of project management methodologies
* Experience and/or understanding of the wider Health Economy
* Experience of successfully operating in and delivering priorities in a partnership environment
* Commissioning expertise in healthcare environment
* Member of Faculty of Public Health

* Strong external communications skills in a politically sensitive environment and experience in handling media
* Ability to prepare and produce concise yet insightful analytical communications for dissemination to senior stakeholders and a broad range of stakeholders as required
* Extensive experience of delivering presentations to large groups of stakeholders in often pressured and politically sensitive environments
* Ability to translate complex insights from data into clear messages for a non-technical audience, including board-level decision makers
* Ability to analyse highly complex issues where material is conflicting and drawn from multiple sources
* Demonstrated capability to act upon incomplete information, using experience to make inferences and decision making
* Ability to analyse numerical and written data, assess options and draw appropriate initiatives
* Leadership, vision, strategic thinking and planning with highly developed political skills
* Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly
* Experience of managing and prioritising a large budget
* Ability to provide informative reporting on finances and impact to Board management
* Experience of project and programme management techniques and tools such as Prince 2 or Managing Successful Projects
* Experience in leading a major change initiative with entrepreneurialism in a challenging organisational environment
* Experience of creating a new team and motivating and inspiring staff to work together to achieve a common objective
* Ability to work effectively between strategic and operational activities where required
* Demonstrated capabilities to manage own workload and make informed decisions in the absence of required information, working to tight and often changing timescales
* Ability to make decisions autonomously, when required, on difficult issues
* Working knowledge of Microsoft Office with intermediate keyboard skills.
