JOB DESCRIPTION Job Title:Organisational Development Officer Directorate:Corporate Services Department:Strategic Change Service Unit:Organisational Development Location:City Hall, The Castle Bangor Responsible to:Organisational Development Manager Responsible for: Organisational Development Assistant Salary Scale: Scale 6, pts 20-23 PURPOSE AND FUNCTION OF THE POST To assist the Organisational Manager in enhancing organisational performance through workforce planning initiatives, learning and development interventions, talent development, and employee engagement and wellbeing to enhance the Councils culture and branding and imbed PRIDE values and behaviour. PRINCIPAL DUTIES AND RESPONSIBILITIES Organisational Development Assist the Organisational Development Manager with interventions related to workforce planning, employee engagement, leadership and building capability. Assist with the Investors in People accreditation, to include implementing recommended actions and the tri-annual assessment process by way of collating evidence, survey administration and arranging interviews. Collaborate with cross-functional teams to progress organisational development initiatives such as process improvements and policy review. Learning and Development Provide advice and guidance on the Learning, Training and Development policy so that line managers can support the development of their teams through relevant and cost-effective methods. Co-ordinate the planning, organisation, delivery and evaluation of internal and external training events. Oversee the creation, updating and evaluation of individual employee training records. Oversee the delivery of compliance training, ensuring review events are scheduled and employees receive timely reminders. Assist in administering the Councils digital employee performance management system and provide support to both line managers and employees. Assist with organising the Elected Member Development Steering Group to include preparing agendas and taking minutes. Prepare comprehensive reports on training activities and similar topics for internal management meetings and/or Council Committee as required. Generate purchase orders on the financial management system and process information, as required. Participate in external working groups as required, e.g. the Local Government Training Group. Maintain and provide information on Training and Development opportunities and providers. Employee Engagement Work in partnership with Internal Communications to enhance employee engagement, to include assisting with arranging employee consultative events e.g. roadshows and focus groups and drafting articles for internal communications. Co-ordinate and organise events to include the Long Service and Graduation ceremonies. Participate in internal working groups to include Age Friendly and Employee Health and Wellbeing. Compile and conduct periodic surveys across the Council and evaluate and compile responses. Provide support in updating and maintaining information on the Councils intranet. PERSON SPECIFICATION The person specification provides information on the qualifications, experience, knowledge and skills required to carry out the duties of the post. The essential criteria will be used for shortlisting and as part of the selection process. ESSENTIAL QUALIFICATIONS 2 A levels at grade C or equivalent OR, in the absence of the above qualifications, have a minimum of 4 years experience as set out below. EXPERIENCE At least 2 years relevant experience which must include; Excellent administrative and organisational skills Co-ordination of training Use of personnel and / or training databases Competent in the use of excel spreadsheets KNOWLEDGE, SKILLS and ABILITY Good written communication skills Good interpersonal skills Ability to produce accurate work to tight deadlines DESIRABLE QUALIFICATIONS CIPD Qualified to Intermediate Level (Award, Certificate or Diploma) EXPERIENCE Assisting with organisational development interventions Assisting with Investors in People assessment process or similar accreditation Organising events Creation of training materials Presenting training events The selection panel reserves the right to enhance the shortlisting criteria to facilitate the process when necessary.
