Job Purpose / Overview
The Construction Delivery Group forms part of a fully integrated Site Construction Directorate, whose objective is to facilitate the planning and delivery of the HPC Project as Principal Contractor, meeting the safety, quality, cost, and schedule objectives for the Project. The Construction Delivery Lead (CDL) forms part of the Construction Delivery Team embedded within the Construction Delivery Group. The CDL reports to the Senior Construction Delivery Manager (SCDM) and is supported by the Construction Delivery Manager(s) (CDM). In collaboration with SCDM, CDM and the rest of the HPC Delivery Team, the CDL is responsible for the planning, coordination, and implementation of assigned construction activities to manage the interfaces between adjoining sections of the project. The CDL is expected to adhere to (and suggest enhancements and improvements) to company policies, procedures, and protocols to ensure the project's safety, environmental, quality standards and schedule milestones are achieved.
Principal Accountabilities
* Manage and develop Construction Delivery Managers, ensuring they understand site activities and can carry out their role; offer support and guidance, and ensure all appropriate training for a CDM is undertaken.
* Fulfil Line Management responsibilities to Construction Delivery Managers.
* Oversee all aspects of Health, Safety and Environment during construction activities in allocated area(s), in accordance with the NNB HPC Construction Phase Plan.
* Undertake and record safety and/or assurance inspections that support the project KPIs; the tool at HPC for this is INSIGHT.
* Share the Construction Delivery Manager's responsibilities depending on work area and scope complexity; when nominated by the SCDM, undertake the role of Construction Delivery Manager for specific areas as required.
* Ensure the HPC Drumbeat for Daily and Weekly Meetings is understood and carried out by CDM's.
* Organise and conduct Weekly planning meetings called Plan of the Week (PLOWs) with Contractor Partners to ensure coordination and short‑term planning align with the overall delivery schedule; record outputs and elevate issues.
* Support CDM/Contract Partners in running Plan of the Day meetings (PLODs).
* Attend all appropriate Coordination Meetings for their area of work; CDM supports.
* Attend all Weekly, monthly MDT Meetings for their area of work and contracts; CDM supports.
* Lead all Weekly Construction meetings for their area of work and contracts, using and updating the Issues & Action Tracker for all NI Works; CDM supports.
* Oversee contractor's management of all construction and labour‑force logistics and contracts related to the works to be constructed.
* Support Tier 1 contract partners in delivering their scope, providing information and coordination to assist contractual management of the works.
* Recommend temporary measures to mitigate safety and/or quality concerns, along with programme restraints; follow up with appropriate action (e.g., issue communications, call meetings) to avoid cessation of works.
* Review Construction Daily Site Logs (DSL) and Surveillance Guidelines produced by CDM's to ensure information is reported to the required level of detail, up through the organisation; escalate issues via detailed reports. Fieldview and QCFC training required.
* If required by the SCDM, monitor works on site, record findings in DSL, use QCFC, capture on the issued Tough Pad, ensuring information is reported up to the SCDM. Photographs of working activities, Works Authorisation Form, Temporary Access Certificate, Permits and POWRA should be taken and placed in the DSL; all must be current.
* Ensure a Surveillance Programme is in place for all Contracts associated with their work areas.
* Proactively communicate/co‑ordinate with site functions (H&S, quality, surveillance, commercial, project controls, logistics) and other CDM's, CDL's & SCDM's; maintain good communication links and ensure timely reporting of activity; include attendance at Daily Activity Briefings (DABs), Pre‑Start Briefings, POWRA, and key safety briefings.
* Act as Lead Reviewer (or Reviewer as SME) for documents submitted by contract partners on Teamcenter; call upon NNB SMEs for specialist review and identify control measures to ensure safe and compliant execution.
* Ensure an appropriate Review Matrix is available for Construction documentation and that MDTs have an up‑to‑date version to assist them with correct individuals for document surveillance.
* Assist CDM's & Tier 1 Partners in producing and validating RAM's Addendums; use Docusign for signatures.
* Support CDM in reviewing and signing WAFs (Work Authorisation Forms) to approve work in all areas under his control; approve “go ahead” before final processing by Permit To Work (PTW) office; monitor WAF life cycle and assist PTW office on allocation of Primary or Secondary WAFs; see associated presentations and instructions.
* Lead CDM's in assisting Tier 1's in producing Hand‑Over Certificates and associated TACs; use an Interface Management Document (IMD) as appendix; engage Docusign for signatures.
* Ensure Tier 1 Contractor Partners collate Lifetime Quality Records (LTQRs) systematically; result in an accepted End of Erection Status Report (EESR); CDL actions are responsible for this process.
* Support MDT PM in collating evidence for the DWP from T‑12; lead production of evidence for Delivery Work Packs (DWPs) at T‑3, with CDM and SCDM support; DWPs can be found on SWITCH per DWP procedure Rev 6 and PowerPoint.
* Ensure Tier 1 Contractor complies with all ITP activities in the field and that SONIMS notifications are booked and adhered to; checked at PLODs.
* Ensure Construction Team Internal Pre‑Work Check Sheet is followed prior to any work commencement and at the start of physical activities; check sheet assists compliant delivery.
* Advise Senior Construction Delivery Manager of any issues that should be addressed contractually; liaise on integration or contractor interface risks; contribute to weekly and monthly reports and maintain performance and KPI indicators.
* Contribute to the LIVE NNB NI Construction Daily Report; ensure info is reported to required detail; content can be taken from CDM DSLs and other sources.
* Contribute to LIVE Works Area Contract Specific Information Sheets; keep weekly updates relevant to activities, documents and individuals.
* Ensure all CDM's in the team feed into the LIVE Construction Daily Report and Works Area Contract Specific Information Sheet.
* Manage Engineering Change in the field, owning RFI's, FCR's and NCR's on both the outgoing CCIS and new SWITCH system; training required; lead discussions with Joint Design Office and MDT PM’s on issue resolution.
* When instructed by the SCDL, carry out the CDL role involved in Mobilising a Contractor Partner to site; work with MDT SPM in assisting Tier 1 Partner collating prerequisites and holding Mobilisation Readiness Review; use Mobilisation Quality Plan (MobQP).
* Ensure CDL is fully informed of the Tier 1’s responsibilities per contract; familiarize with Readiness Review Quality Plan (RRQP) now Mobilisation Quality Plan; cascade information to CDM’s for clarity and consistency.

Knowledge, Skills, Qualifications & Experience
* Management of strategic planning of site set up, construction sequencing, recovery plans and resource allocation.
* Good working knowledge of commercial principles affecting construction matters.
* Ability to produce informative, concise reports.
* Motivational approach and ability to energise team members by building a climate of trust and understanding.
* Considerable working knowledge in the delivery of large complex projects.
* Relevant Degree (or equivalent) in Civil Construction.
* Working understanding of the post holder's obligations under CDM Regulations.
* Excellent organisational and communication skills.
* Ability to deliver results when working under pressure.
* Ability to manage multiple stakeholders.
* NEBOSH, SMSTS or IOSH qualification holder.
* Collaboration with other managers to effectively manage site operations.
* Results‑focused mindset, taking personal responsibility and accountability to ensure necessary action is taken to deliver excellence, value and quality.
* Experience operating in a high‑security environment is advantageous.
* Experience within the nuclear environment is advantageous but can be offset by demonstrable experience within civil engineering/construction.
* Knowledge of French can be an advantage.
