Under direction of the BCWS Deputy Director, plans, leads, coordinates, assigns, inspects, and participates in the work of crews engaged in the construction, installation, repair, and maintenance of mains, service lines, and related appurtenances used in the distribution of potable water; assists other departments with specialized construction needs; operates light, medium-, and heavy-duty motorized equipment; and performs related duties as assigned.
Essential Job Functions:
* Plans, leads, assigns, coordinates, inspects, and participates in the work of personnel engaged in the construction, installation, maintenance, repair, and servicing of water mains, service lines, and related appurtenances, such as valves, meters, fire hydrants, and related devices.
* Receives job assignments from the supervisor and assists in determining equipment, personnel, and material needs.
* Provides on-the-job training in the proper and safe use of tools, equipment, and safety devices, and the operation of light-, medium-, and heavy-duty construction equipment.
* Sets up a job site, including proper positioning of equipment, materials, barriers, and traffic-control devices to protect crews from street traffic, ensuring the use of appropriate safety rules, equipment, and proper work technique; performs traffic control, meeting county and state MUTCD provisions in re-routing and directing heavy traffic, using signs, cones and flaggers, to ensure safety of work crews and public safety.
* Operates trucks, vacuum trucks, loaders, backhoes, trenchers, motor graders, dozers, compressors, tapping machines, concrete saws, valve machines, jackhammers, pipe cutters, concrete saws, and a wide variety of other hand, hydraulic, and power equipment; checks condition of equipment; cleans and maintains tools and equipment used in the field and shops; inspects, services, and makes minor adjustments to light-medium and heavy-duty equipment.
* Constructs forms and places reinforcing steel and embedded items for building vaults and other concrete structures; pours and finishes concrete.
* Works in vaults and other confined spaces; lifts and removes vault lids; ventilates vaults; performs vault repairs; locates buried valves at varying underground depths.
* Locates and repairs leaks in the BCWS water distribution system; cuts mains, lines, pipes, and cables to permit repairs and installation; assesses damage and determines materials required to make repairs; replaces old mains and pipes; installs tapping valves; performs water main taps under pressure or following main shutdowns.
* Assembles, disassembles, installs, cleans, repairs, pressure-tests, and performs bacteriological testing on all types of pipelines and appurtenances in the BCWS distribution system.
* Performs duties utilizing GPS surveying techniques, and equipment including software and hardware to include asset mapping and development of As Built/Record Drawings.
* Prepares reports and maintains a variety of records including work orders, job safety assessment reports, inspection reports, etc.
* Observes and complies with all County and mandated safety rules, regulations, and protocols.
* Performs other duties as assigned.
Requirements:
* High School diploma or equivalent.
* Ten (10) years of experience in the water and/or wastewater industry.
* Five (5) years of utility construction crew leader experience.
Certifications:
* Must have a Class A Commercial Driver's License (CDL).
* Must have a Class A Water Distribution License or have the ability to attain one within 12 months of hire date.
Special Requirements:
* Must have and maintain a valid driver’s license for South Carolina with safe driving record.
* Departmental testing may be administered during interview.
* A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file.
* This is a safety sensitive position and is subject to random drug and alcohol testing.
Knowledge, Skills and Abilities:
* Knowledge of principles of providing functional direction and training.
* Knowledge of methods, techniques and regulations of construction maintenance in multiple trades areas.
* Knowledge of methods and techniques of locating lines, valves, and services.
* Knowledge of principles and practices of preventive maintenance.
* Knowledge of operational characteristics of a diverse range of light and heavy construction equipment, and hand and power tools.
* Ability to plan, organize, and coordinate the work of assigned staff.
* Ability to effectively provide staff leadership and work direction.
* Ability to analyze complex construction and maintenance problems, evaluate alternatives, and recommend or adopt effective courses of action.
* Ability to set up work sites including traffic control and safety measures.
* Ability to estimate necessary materials and equipment to complete assignments.
* Ability to perform skilled tasks in the maintenance and repair of water mains and lines.
