Job description for Emergency Planning & Liaison Officer
We are seeking a highly experienced and motivated Emergency Planning & Liaison Officer to lead our Emergency Preparedness, Resilience, and Response (EPRR) and police liaison agenda.
The successful candidate will be responsible for delivering the EPRR function, building resilience into the Trust's preparedness to respond to and recover from incidents. You will be an expert in emergency planning and business continuity, confidently advising senior leaders.
The postholder will serve as the designated single point of contact for the Police, managing requests outside of the Disclosure Team's service, and work with senior police officers and Trust Leaders on sensitive investigations.
This is an exciting time to join University Hospitals Plymouth NHS Trust, as we build a new Emergency Department, open an Urgent Treatment Centre, and implement an Electronic Patient Record. You will play a key role in these developments, enhancing resilience for future services.

Job responsibilities
Emergency Planning
1. Act as the main point of contact and a recognized source of advice on EPRR and Police matters within the trust.
2. Lead the development and implementation of emergency plans, ensuring they are robust, regularly reviewed, and updated.
3. Guide Care Groups and Corporate Functions in developing, testing, and reviewing Business Continuity Plans.
4. Promote awareness of emergency and business continuity planning across the Trust.
5. Represent the Trust in the Devon, Cornwall & Isles of Scilly Local Resilience Forum and related work streams.
6. Interpret legislation and guidance, advising senior leaders on implications.
7. Manage and coordinate the Trust's Incident Co-ordination Centre, maintaining operational readiness.
8. Assist in maintaining the Trust's CBRN response capability, including equipment inspection and readiness.
Person Specification
Knowledge & Experience
* Proven knowledge of legislation and guidance on emergency planning, civil contingencies, and business continuity.
* Experience in emergency planning, plan development, and business continuity.
* Experience in designing and delivering training and exercises.
* Experience working with partner agencies on sensitive issues.
* Membership of a relevant professional body (e.g., Emergency Planning Society, BCI).
* Experience in CBRN incident response planning and training.
Qualifications
* Degree in Emergency Planning, Risk, or Disaster Management, or
* Diploma in Health Emergency Preparedness, Resilience, and Response, with extensive equivalent healthcare experience.
* Evidence of continuous professional development.
* Excellent written and verbal communication skills.
* Ability to effectively brief senior management on emergency planning and business continuity.
