This includes projects that achieve transformative development and urban regeneration throughout England. The Directorate also leads our response to devolution and the establishment of long-term partnerships with Mayoral Strategic Authorities (MSAs) via our Strategic Place Partnership (SPP) model already in-place with eight MSAs, and more in train. The Advisory Team for Large Applications (ATLAS) is part of the directorate and provides planning and development capacity as part of Homes England wider support to local places and partners. Job Description We are looking to grow our team and are seeking a professional with extensive experience in transport planning and transport infrastructure to support Local Planning Authorities (LPAs) and others seeking to deliver large-scale housing-led projects. ATLAS is a partnership between the Ministry for Housing, Communities and Local Government (MHCLG) and Homes England. We’re part of the New Homes Accelerator, announced by the Chancellor in July last year, which brings together a range of stakeholders, including Homes England, the Greater London Authority, local authorities, developers, and other key stakeholders, to accelerate the delivery of new homes through progressing stalled sites. We also work closely with the Planning Capacity and Capability Team in MHCLG, who support town planners in local government in building the skills and resources needed to deliver a more efficient and sustainable planning system, which can adapt to and successfully implement change. We’ve come a long way in a relatively short time and are starting to make a difference, providing site-specific planning and enabling support to LPAs to progress large-scale schemes. Our dedicated, multi-disciplined team undertakes a wide range of bespoke tasks at all stages of the planning process. This includes help to build capacity, improve relationships, resolve planning blockages, enhance quality and accelerate the planning process. We work on all types of large-scale development including new settlements, urban extensions and urban regeneration. We focus a combination of drive, speed, capacity, quality and specialist technical support into local authority services, as well as relationship building, to create momentum to move projects towards delivery. We particularly welcome candidates from any ethnic minority background and other underrepresented groups to apply, as we work to continually improve our ability to represent the places and communities, we support through our work. This is an important national role at Homes England and requires engagement with key wider stakeholders in other government departments and their delivery agencies such as DfT, National Highways and the Environment Agency, depending on project requirements. Key internal relationships are with colleagues in the Markets, Partners & Places and other Homes England teams. Relationships will also need to be built with development industry experts, construction innovators, developers, house builders, property agents and local partners in relation to site specific matters. Person specification We are looking for someone to join us, who understands and is passionate about the delivery of quality homes, regeneration and placemaking and wants to work in an inclusive, supportive and driven team. You will be motivated by working with others to support partners to deliver transformative placemaking and the role of infrastructure within this. You will be a Chartered Engineer or Chartered Transport Planner or be eligible, given your significant experience post qualification in infrastructure planning and transport infrastructure for major projects. You will support ATLAS project and programme delivery across England. You will be a trusted point of contact for the team and will need to have strong interpersonal and collaboration skills. You will support project leads as well as lead teams of specialists to progress delivery of prioritised large-scale/long term and complex planning interventions. This will include: supporting the delivery of discreet planning or infrastructure projects; provision of high-quality briefings and analysis for senior leaders; supporting multi-agency/multi-Department working; and project managing the work of the ATLAS team. Delivering on a mission as bold as ours isn’t always easy. You will be resilient and comfortable supporting and influencing stakeholders at a senior level and your discussions will always be shaped by a good understanding of the infrastructure planning and delivery. You will also need to be comfortable leading a problem-solving approach, managing multiple data sets, building relationships in varying teams to collate information to help projects progress and to enable effective and efficient programme monitoring. This role is a hybrid position and requires presence in our offices 50% of your time per week to meet the needs of the role. You will also be required to travel across the region to meet with colleagues and partners.
