The role: Driver Project Services are seeking an experienced Project Controls Manager to support one of our teams on a major project in Teesside area. The Project Controls Manager will be responsible for all aspects of the cost, planning and estimating processes of the assigned Capital Project. This requires the monitoring of actual costs and scheduled progress activities against the project planned, approved expenditure budgets and AFEs, through all stages of the project. Main responsibilities will include (but not be limited to): Manages, supervise, organises and controls the activities of the Project Controls Team, including disciplines from Budgeting, Cost Accounting, Cost Control, Audit, Systems, Planning/scheduling, Risk Management, Reporting, review and acceptance process for invoices and related project service activities. Contributes to the Project Execution Plan development. Develops project services/controls execution strategies. Exercises oversight of and interfaces with EPC Contractor(s) project services/controls activities. Prepares high level and detailed annual and total budgets for all phases of the project life cycle. Ensures the detailed monitoring and regular analysis of the Project Management AFE, budget, actual and forecast expenditures and monthly cash flow phasing and manages cost estimating/forecasting activities including periodic project re-estimates and cost benchmark metrics. Manages AFE's and project funding requirements in accordance with relevant governance authority limitations. Prepares procedures aligned with client Standards and Procedures for various project services/control activities including budget preparation, forecasts and related cost engineering and planning/scheduling functions and assures compliance with the procedures. Finalises the Project Integrated Master Schedule.Interfaces and coordinates with the Planning and Scheduling Lead to ensure that data is incorporated into the project integrated schedule. Develops and implements planning and scheduling, progress measurement and reporting procedures. Manages planning & scheduling activities including development of summary and detailed project schedules, progress and performance measurement monitoring, schedule deviations and workaround solutions and reporting. Manages the detailed cost engineering activities including development and implementation of cost control systems, invoice processing activities, monthly cost reporting, trending, TIC/FAC analysis, regular cost variance analysis, funding budgets and cash flows. Conduct training for (Project Management Team and EPC Contractors assigned to the project), in anti-corruption, bribery, ethics, third party due diligence and tax evasion, as per ECP training material, for new team members, new awarded contracts and subsequently conduct regular repetition. In order to identify awareness both internally and against Contractors this will be subject in monthly meetings and actioned accordingly. Facilitates risk management, mitigation and contingency planning process. Monitors miscellaneous estimate development. Establishes and implements invoicing, payment and billing procedures ensures prompt review, validation and approval of project invoices and costs in accordance with commitments. Facilitates the payment of invoices and prompt cash funding receipts from partners through close liaison with finance. Propose and participate in internal and external Audits as required. Ensures that Company policies, standards and procedures are adhered to in all phases of the work. Prepares and issue the Project Monthly Reports. Promotes knowledge sharing - shares own project experiences and seek knowledge from other projects and organisations. Establishes Project Controls input to and supervises the preparation of the close-out report for the Project. In conjunction with Project Management, related Project teams, and the Contract and Procurement function, proposes contract strategies, compensation strategies, contributes to bid evaluations for major contracts, and administers contracts for the Project. Maintains full Project chronology of all revisions to plan during the execution of the Project (including cause/effect data) for use in contract change orders or defending claims, obtaining historical data and supporting the Project fiscal/tax basis. Ensure that document control is carried out in line with Company requirements. Key candidate criteria: Minimum of 15 years project services experience in major upstream projects or commensurate related experience. Megaproject experience is preferred. Degree qualified in engineering or other, related discipline. Technical competency in the field of Project Controls. Excellent written and spoken English language communication skills are required. Highly effective communication skills and ability to develop and present management reports at all levels. SAP proficiency. Strong depth and breadth of knowledge of Project Controls area. Organisational skills. Able to prioritise responsibilities. Results orientated to focus on achievement of the business and projects overall objectives. Familiar with the use of proprietary and custom computer software systems used for project management. Creative, innovative and imaginative with high levels of initiative.
