Salary

£71,163 to £84,437 per annum.


Contract Type

Full time - Permanent


Car allowance

£6,000 per annum


Office Requirement

Hybrid. 3 days per week working from the office


Recruitment Process

Transpennine Route Upgrade

The Transpennine Route Upgrade (TRU) is a £10.7 billion Programme of activities improving the railway between York and Manchester via Leeds and Huddersfield. It covers 76 miles, 23 stations, 285 bridges and viaducts, six miles of tunnels, and 11 level crossings. Proposed improvements will deliver a hard‑working, reliable railway with more seats, more services, and faster journey times.

Brief Description

To lead regional security and crime engagement on matters relating to regional based security and crime compliance, working closely with the British Transport Police, Department for Transport and Train Operating Companies to mitigate train delays as a result of Route crime and improve performance.


Key Accountabilities

* Develop and manage the Region’s crime, security and resilience strategies to reduce railway crime and develop a security culture across the Region.
* Maintain security and emergency plans and procedures in line with statutory requirements.
* Lead performance improvement processes for the Region by developing initiatives to reduce overall delays associated with Route crime and Schedule 8.
* Collaborate with and advise Region and Route leads on continuous improvement relating to crime or security issues, incident management and disruption.
* Influence and advise the Region and Route leads on the development of security and contingency plans to mitigate incidents and prevent major reputational damage.
* Lead regional development and implementation of an annual programme of planned exercises to test effectiveness of security and contingency arrangements. Monitor Regional performance and negotiate with key internal and external stakeholders.
* Coordinate and maintain a programme of physical security risk assessments and associated security or emergency plans to identify and assess potential failings.
* Provide specialist advice and challenge in the external fields of policing, criminal procedures and security, representing executive leadership and Region.
* Lead the Region on the development of Network Rail’s regional response to significant sporting and cultural events by advising the Route leads, including stations.
* Develop and maintain relationships with key internal and external stakeholders, providing crime and security performance improvement expertise.


Required Qualifications and Experience

* Educated to degree level or equivalent experience and competency.
* Membership of a security and/or emergency planning professional body.
* Formal accredited training in emergency planning, security or similar field.
* Detailed understanding of operational security matters with demonstrated credibility.
* Significant understanding of contingency and emergency planning and management principles.
* Demonstrable understanding of policing and criminal procedures.
* Proven experience and expertise in major incident/crisis management at a tactical level.
* Excellent verbal and written communication skills, able to present complex data simply.


Advantageous

* Significant understanding of railway operational requirements.
* Post‑graduate qualification in emergency/disaster management, security, counter‑terrorism, operational resilience or risk.
