Job overview

The Clinical Engineering department provides services across the Trust to ensure the provision of a fleet of sufficient, safe and effective medical equipment to satisfy the requirements of CQC regulations 12 and 15. It fulfils these by getting the basics right and through innovation.

BHT operates a large and complex medical equipment fleet (~12,000 items, value ~£25M) in support of its clinical activity. The post holder contributes to the departments support of the medical equipment fleet with the aim that no treatment is delayed, cancelled or compromised through a failure or shortage of medical equipment that was foreseeable or preventable.

The post holder is responsible for the management of this portfolio from identifying the need, analysing options, procuring, ongoing management to termination, all within the available budget

As part of a portfolio of services Clinical Engineering engages third party suppliers (approx. 200) to provide medical equipment support services (approx. £3M).

Main duties of the job

Delivering highly specialised Clinical Engineering services in support of the Trust’s clinical activity, ensuring that patient and staff safety remains the service’s highest priority.

Acting as a member of the Clinical Engineering senior management team.

Line managing the Clinical Engineering contract management analyst and any co-opted or bank staff assisting,

Managing the delegated budget – approximate value £3M

Setting up and running a timetable of contract performance and resolving third party supplier shortfalls against KPIs.

Person specification

EDUCATION, QUALIFICATIONS & TRAINING

Essential criteria

1. Degree in a scientific, engineering or technical subject or equivalent experience
2. Entry on the Register of Clinical Technologists, CEng or similar professional engineering registration
3. Significant expertise in supporting or using medical technology in a specialist or high acuity clinical setting
4. Commercial expertise and understanding of the operation of the medical equipment market
5. Full understanding of compliant NHS procurement rules

SKILLS, ABILITIES & KNOWLEDGE

Essential criteria

6. Significant experience in writing, presenting and reviewing business cases
7. Significant experience in reading and interpreting contract detail, terms and conditions, applicable legislation

EXPERIENCE

8. An extensive record of working in the medical equipment market, in either a commercial or NHS setting with in-depth understanding of commercial and NHS practices
9. Managing revenue budgets complying with NHS finance and procurement SFI’s
10. Management of a programme of support of complex medical equipment and systems involving multidisciplinary teams in live clinical environments
11. Experience of using general office software packages
12. Experience of communicating and working with all the professional groups within the multi-disciplinary team both clinical and technical

SPECIAL CIRCUMSTANCES

13. Be able to travel to other sites and attend off-site equipment demonstrations

PPE requirements: Buckinghamshire Healthcare NHS Trust requires all colleagues to wear appropriate personal protective equipment (PPE) in accordance with our infection prevention and control procedures.
