Housing Options Manager


Opportunity

Avalon Housing, a specialist recruiter for interim and permanent solutions in social housing, is seeking a highly effective Housing Options Manager to lead our front-line housing services. You will be responsible for the overall development, coordination, and delivery of a proactive homelessness prevention and advice service, aiming to reduce homelessness and minimise the use of temporary accommodation across the locality.


Key Duties

* Lead and manage a team of officers, including five Team Leaders, to achieve high-quality service delivery and positive outcomes for residents.
* Ensure the Council meets its statutory duties in line with homelessness legislation, guidance, and case law through robust casework and assessments.
* Oversee a highly effective triage service with a focus on crisis management and upstream prevention activity.
* Manage housing advice and options budgets, including expenditure forecasting and ensuring value for money.
* Develop and deliver the Council's Homelessness and Rough Sleeping Strategy and related essential policies.
* Promote multi-agency working with internal and external partners to address housing needs and secure settled housing solutions.
* Lead the procurement and future improvements of the Council's housing advice and homelessness case management software.


Contract Details

* Competitive Rate: £265 per day via Umbrella or £206.72 per day via PAYE.
* Duration: 3‑month initial assignment with the potential for a longer‑term extension.
* Working Pattern: Standard 37‑hour working week.
* Hybrid Working: Primarily office‑based in Kettering, with the option for one day a week working from home.


Requirements

* Education: Educated to degree standard or possessing a relevant housing qualification (e.g., CIH Membership).
* Knowledge: Detailed, up‑to‑date knowledge of homelessness legislation and practical understanding of legal challenge routes.
* Experience: Proven track record in managing housing advice or homelessness services, including successful performance and budget management.
* Leadership: Strong evidence of team leadership, with the ability to motivate, mentor, and coach staff to achieve results.
* Skills: Excellent verbal and written communication skills and the ability to think and act strategically under pressure.
* Compliance: A clear commitment to equal opportunities and safe working practices, including a willingness to undergo a DBS check.
* Mobility: A full driving licence and access to a vehicle for work; must be willing to travel between Kettering and Corby as required.
