We have an exciting opportunity to become involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for the delivery of digital services that will transform how the Environment Agency regulates.
You will lead within the Programme Management Office (PMO) and provide valued input into the financial and business management of the Programme to support the mitigation of risks and issues and help remove barriers that impact delivery, ensuring we are true to our business case and deliver value for money.
We are looking for someone with strong track record in managing complex financial information and collaborating with others to drive value for money and influence ongoing investment.
Tasks will include:
* Understanding the financial and economic cases that underpin the Programme’s business case and spending review bids.
* Ensuring programme deliverables align to strategic objectives within the business case, owning the change control process.
* Supporting the Programme Manager to ensure any change to Time, Cost and Quality of work-packages are assured, working closely with delivery teams to ensure affordability and value for money.
* Managing queries from senior stakeholders and delivering regular programme reporting including financial reporting and tracking across EA, Defra and external suppliers
* Supporting Programme Manager and Director on investment and funding related activities.
* Ensure the programme adheres to all governance and assurance needs.
* Supporting ongoing business management through whole life cost allocations.
The team
The Digital, Innovation and Programmes team are responsible for the Digital Strategy and its implementation across E&B. Our work sets the strategic direction for the delivery of digital services that will transform how the Environment Agency regulates.
You will work in a wider multidisciplinary team, alongside Defra shared services and 3rd Party suppliers, to shape delivery of user centred online services and digital platforms so that they are more efficient, simpler, and faster to use.
Experience/skills Required
Experience that would be beneficial but not essential:
* Experience of working in a fast paced and dynamic programme of work
* Extensive digital skills across Microsoft products (Excel, SharePoint, PowerBI etc)
* Experience of managing complex financial information
* An understanding of the organisations financial, business planning and budgetary processes including charge funding, CDEL and RDEL definitions, re-charges between Defra and EA.
* Purchase order raising where necessary.
* Experience with business cases, EA and Defra approval and assurance routes including change control processes.
* Experience working in a digital programme would be helpful but not essential
* Awareness of governance requirements around spend control and assurances processes.
* Led and owned your area of work, effectively engaging with key stakeholders and driving innovation and best practice to contribute to delivery.

You’ll have an incident management objective in your development plan. We’ll support you to find an incident role to suit your needs and circumstances. Appropriate training will be given.
You’ll have an EA Office base location, as a national role the working location is flexible.
We use smart tools to stay connected and reduce travel, some travel and overnights may be required.
