Directorate: Housing Regeneration and Operations Section: Corporate Property Location: Civic Centre Grade: Level 9 Salary: £35,235 - £37,938 Hours: 37 This advert is open to both Internal and External applicants. The Role Stoke-on-Trent City Council are looking for two talented and ambitious individuals who demonstrate the attributes that are fundamental to becoming a successful commercial property surveyor, working within the Corporate Property team, covering a variety of commercial and development cases, and benefitting from the opportunities the graduate programme delivers. If you’re about to graduate or are a recent graduate with an interest in a career in commercial property, we’d love to hear from you. At Stoke-on-Trent City Council, we’ll support you to become a Chartered Surveyor with the Royal Institution of Chartered Surveyors (RICS), that takes a minimum of two years to complete. We have a proven track record of graduate surveyors successfully completing the RICS Assessment of Professional Competence (APC) and you’ll be given plenty of opportunity to obtain the relevant experience to satisfy the requirements. We’d also welcome applications from candidates already part way through their APC. Training and development includes: ·Full APC training via with the RICS, and continued support for all graduates; ·Pre-APC mock interviews/presentation training and seminars; ·Continuous Professional Development (CPD) opportunities About Us The Corporate Property team are responsible for the Council’s diverse land and property assets worth approximately £533m. As a Graduate Estates Surveyor, you will support the professional management of corporate assets, including grade-A offices, industrial units, retail shops, parks, children centres, enterprise centres, grazing and community buildings. In addition, we support the delivery of major capital, housing development and regeneration projects. We are a welcoming, diverse and inclusive team of property professionals of all levels who are focused on delivering exceptional results for the City and our stakeholders. The team is based at the Civic Centre in Stoke but operate a hybrid working policy. We work closely with other teams in the Housing, Regeneration and Operations directorate and wider Council colleagues beyond. Our roleis to act as key enablers to support the Council’s strategic priorities. What will you be doing? 1. Support the management of Council property and land, negotiate and review leases, tenancies and licences for commercial, industrial and retail properties in order to maximise income and financial returns on investment properties. 2. Ensure the Council satisfies its responsibility as landlord, and tenant where appropriate, and that tenants fulfil their contractual obligations including recommending legal and debt recovery action where appropriate to ensure compliance. 3. Assist in the acquiring and disposal of land and property at best consideration having obtained all necessary approvals. 4. Assist in identifying opportunities and then progress the development of residential, commercial and industrial land. 5. Assist in briefing elected members, directors, officers, consultants, contractors and other stakeholders on a range of land and property issues to deliver Council priorities. 6. Maintain contact with members of the public to provide general advice, dealing with queries and disseminating information. 7. Assist in the preparation of reports requiring creative thinking, making recommendations to the director on the acquisition, disposal and management of land and property. 8. Assist in undertaking valuations of various types of land and property. 9. Instruct in-house and external contractors to carry out property maintenance and monitor a programme of property repairs ensuring the necessary work is executed to a satisfactory standard. 10. Instruct and manage in-house and external consultants across a range of disciplines in land and property development. 11. Instruct solicitors on the content of leases, tenancies and licences after negotiation with prospective and existing tenants. 12. Make recommendations to other members of the team in relation to the major tasks of the post including content of leases, tenancies and licences, including the fixing of rent for a period of years following negotiations with lessees, and on a programme of property repairs ensuring the necessary work is carried out etc. 13. Assist in the consideration of the most appropriate use of Council land to achieve an economic and social use of land resources and make recommendations accordingly on action to achieve those results, in accordance with Council policy. 14. Be involved in negotiations relating to the management of Council land and property including the settlement of leases, licences and tenancies and their conditions. 15. Assist in giving professional advice and information to other Services of the Council often by way of reports and recommendations. 16. Visit tenants to secure rent arrears be discharged prior to further action, which may include repossession and when required to repossess properties. 17. Visit residential/commercial/industrial land and properties to carry out valuations. 18. Inspect council assets and action necessary works/activities as required including arranging site maintenance, addressing encroachments etc. 19. Assist in the control and management of budgets to maximise income opportunities and minimise costs. 20. Any other duties appropriate to the post.
