Permanent | Full Time

The main purpose of the role is to provide national leadership and coordination for the operational delivery of police vetting across UK forces. The role supports strategy development for an efficient and effective operational vetting function, working in partnership with national police forces, external agencies and stakeholders. It coordinates national vetting advisory functions, ensures compliance with Authorised Professional Practice, and leads the development of performance frameworks.


Main Responsibilities

* Provide specialist knowledge and guidance in National Police Vetting, advising on risk, compliance and operational impact.
* Develop operational performance frameworks and a culture of continuous improvement, using data to inform decisions and resource allocation.
* Monitor force-level operational compliance, identify risks, and initiate targeted support or intervention.
* Represent NPCC Vetting at strategic board level and with partner agencies (College of Policing, Home Office, HMICFRS). Provide updates on activity and performance.
* Lead on service delivery, processes and improvement activities in National Police Vetting, engaging directly with force vetting leads.
* Develop and use national vetting performance dashboards and risk indicators; provide operational insight to the College of Policing.
* Oversee budgetary management, financial planning, business planning and contract management.
* Champion continuous professional development for staff, addressing skills, health and well-being.
* Coordinate national operational responses to critical incidents or systemic failures, and support HMICFRS inspection activities.
* Coordinate NPCC responses to national reports and recommendations.
* Build and maintain strategic relationships with chief officers, force vetting leads and key stakeholders for coordinated delivery.
* Ensure integrity, fairness, and consideration for others in daily duties and relationships.
* Perform other duties commensurate with the post as required.


Special Requirements

* Political Sensitive designation under the Local Government and Housing Act 1989.
* Casual car user.
* Regular national travel.
* Remote/Hybrid working.


Person Specification


Knowledge

* Honours Degree in a relevant subject or extensive experience as senior manager in a police vetting or related service.
* Extensive knowledge of legislation and codified policy relating to National Police Vetting, including standards, Code of Practice, Approved Professional Practice, Police Vetting Regulations, and Rehabilitation of Offenders Act.
* Proven ability to lead multi-agency coordination and operational assurance.
* Strong commitment to police vetting and public service.
* Ability to drive change and manage rigorous performance management of people.
* Ability to interpret performance data and risk indicators.


Experience

* Senior management experience in a high-pressure department.
* Researching, validating, and presenting complex information.
* Managing a process-driven environment with continuous improvement.
* Enabling organisational and cultural change.
* Managing programmes and projects.
* Managing budgets and assessing risk.
* Decision-making around risk using the National Decision Model.
