Depot Manager
Location: Garelochhead, Helensburgh, Argyll & Bute
The Depot Manager role: We are looking to appoint a new Depot Manager to be based at our OFD (Oil Fuel Depot) located at Garelochhead, Helensburgh, Argyll & Bute, who will be responsible for the safe and effective operation of the OFD, meeting company defined strategic objectives, within agreed parameters, and all the necessary HSE/EA requirements, in particular CoMAH, to meet customer service levels and to achieve the business goals set.
The Depot Manager will ensure that all assets are managed and fit for purpose encompassing all aspects of maintenance, compliance, and minor/major works to the required frequency and standard in accordance with mandated legislation and relevant good practice including CoMAH, Health & Safety at Work act etc.
Reporting to the Regional Operations Manager in Scotland, the post holder must take ownership of the site and operations and this entails managing the Depot and associated Jetty Assets to ensure the desired level of support and delivery of fuel to our customers and stakeholders, MoD (Ministry of Defence), HM Royal Navy, KHM (Kings Harbour Master) at Garelochhead, to support the Faslane Naval base.
You will need to work closely with the Maintenance Engineering Teams as well as our Health, Safety & Environmental Team to ensure the Depot is compliant with the Safety Management System. Improving on current processes, procedures and working practices, to ensure effectiveness, meet CoMAH requirements, as well as industry relevant good practice.
As some occasional travel to other sites may be required, candidates will need to have a full (preferably clean) driving licence.
Depot Manager Responsibilities:
* Responsible for the day-to-day management, maintenance, and operations of the OFD and is to implement and ensure compliance with the systems and procedures that control marine safety as required by the PMSC and DSA02-DMR - Defence Maritime Regulations for Health, Safety and Environmental Protection. The Depot Manager is nominally the Harbour Master for the OFD.
* Ensure compliance with Safe Systems of Work (SSoW) at all times, including the requirements of the OPA Control of Work Procedure and in accordance with mandated legislation and best practice.
* Oversee projects and new works, including new installations and modifications to existing installations and identify potential hazards and associated risks during the lifecycle of the installation.
* Ensure resources and systems are in place for effective site security.
* The planning, organisation, and delivery of the Site & Process Safety Improvement Plan.
* With the support and in partnership with the HR function be responsible for all Depot HR issues.
* Develop emergency plans and fulfil the role of Incident Main Controller and meet the responsibilities as defined in the corporate emergency response plans.
The candidate: We’re looking for an experienced operations manager with a proven track record in the oil/petroleum storage industry, with a strong knowledge of CoMAH, EA Containment Policy and PSLG requirements, able to demonstrate strong leadership, with the ability to positively engage all stakeholders and motivate staff, with a focus on changing both culture and safety standards within the operations.
You’ll need to have at least 3 years management experience in an operational, or process safety role, within a CoMAH regulated, or high hazardous, business, be self-motivated, with the appropriate degree or equivalent professional qualification or experience, able to demonstrate strong leadership, who can positively engage all stakeholders and motivate staff, with a focus on maintaining and improving our safety culture and safety standards within the operations.
