The Clerk of Works will support the safe, efficient, and quality delivery of High Voltage (HV) construction and refurbishment projects across the local DNO's electricity network from 11kV - 132kV.
The role ensures that all works undertaken by contractors comply with their specifications, engineering standards, and statutory requirements — while providing cost, progress, and quality assurance input to project teams.
This position acts as the on-site eyes and ears of the project delivery and commercial teams, ensuring that assets are delivered safely, to specification, on time, and within budget.
Key Responsibilities
* Site Supervision and Quality Assurance
* Undertake regular site inspections to verify that construction and installation activities comply with engineering specifications, drawings, and safety standards.
* Record and report workmanship, material quality, and compliance against contractual obligations.
* Identify and escalate defects, deviations, or unsafe practices to project teams.
* Ensure all assets are installed to the correct standards before acceptance and energisation.
* Commercial and Quantity Surveying Support
* Assist in validating contractor measurements, quantities, and valuations for payment purposes.
* Review and confirm that works completed align with project milestones and contractual claims.
* Support project managers in maintaining accurate financial forecasts and cost records.
* Contribute to the preparation and review of compensation events and contract variations.
* Project Delivery and Coordination
* Support the Project Manager in managing multiple projects across the network (including 132kV/33kV and 11kV schemes).
* Maintain daily and weekly site diaries, photographic records, and quality documentation.
* Participate in RAID (Risks, Assumptions, Actions, Issues, Dependencies, Decisions) reviews to ensure full visibility of project delivery performance.
* Liaise with designers, engineers, contractors, and operational teams to facilitate smooth handover to business-as-usual.
* Safety and Environmental Compliance
* Promote and enforce “Safety First” culture on all sites.
* Ensure CDM and environmental requirements are understood and adhered to.
* Participate in safety audits, toolbox talks, and site reviews.
* Assurance and Reporting
* Produce professional site reports summarising progress, quality, and key risks.
* Provide evidence-based assurance that engineering directives and standards have been met.
* Support post-project reviews to identify lessons learned and continuous improvement opportunities.
Knowledge, Skills and Experience Required
* Experience within electrical infrastructure, utilities, or civil engineering environments desirable.
* Understanding of DNO engineering standards, specifications, and safety procedures desirable.
* Working knowledge of NEC contracts and commercial management principles.
* Ability to interpret engineering drawings and specifications.
* Competent in cost verification, progress measurement, and assurance reporting.
* Excellent communication and stakeholder management skills.
* Strong safety awareness and understanding of CDM Regulations
