The Process Safety Lead Engineer will support the client in developing and approving the COMAH submission for the new Hydrogen Production Plants, contributing to the Health, Safety and Environmental (HSE) performance of the wider EOUK organisation. The role is located at the Stanlow Manufacturing Complex and supports the HyNet low carbon hydrogen project.
Purpose
Assessing operational risks and reducing them to ALARP is a legal requirement for site operation. The Process Safety Team ensures adequate policies, strategies, and technical process safety expertise to comply with regulatory and industry standards. This role works with the client Organisation to develop and approve COMAH submissions and to influence HSE performance across EOUK.
Responsibilities
* Lead on technical safety support and advice to operations and the client, contributing to the design, development and implementation of process safety programmes/initiatives.
* Provide guidance to ensure compliance with COMAH legislation and ALARP risk management.
* Collaborate with the wider client HSSEQ team, operations, assurance disciplines and maintenance to assess safety and environmental concerns in line with EOUK's integrated management system and regulatory requirements.
* Deliver the COMAH submission to the competent authority against agreed deadlines.
* Define processes and raise the level of capability to deliver the EOUK and Client vision for an integrated business management system.
* Support and develop HSE policies, strategies, procedures and improvement plans to deliver outstanding performance.
* Influence internal stakeholders on HSE performance and risk reduction activities and maintain relationships with regulators and industry associations (e.g., FIUK, Hydrogen UK).
* Act as focal point and SME for safety topics such as Hazardous Area Classification; Major Accident Hazard Risk Assessments (HAZOP, LOPA, QRA, ERA); learning from incidents; and ALARP justification.
* Engage with external process safety groups and third-party contractors to ensure effective delivery of safety studies and packages.
* Monitor, assess and report process safety incidents and KPIs; support assurance activities and management-system improvements.
* Line management responsibilities for process safety activities and development of a safety culture within the team.
Qualifications
* Chemical Engineer or similar background
* Chartered Engineer Status
* Postgraduate process safety qualifications (desirable)
Experience
* Prior experience at or supporting an Upper Tier COMAH Site
* Experience in development or submission of an Upper Tier COMAH submission to the Competent Authority
* Strong understanding of COMAH regulations, safety obligations, and compliance requirements
* Practical experience with process safety methods and calculations
* Experience with safety and environmental challenges in a manufacturing environment
* Exposure to an integrated management system is preferred

Technical Competencies
* IT – Expert use of MS Office; expert use of process safety systems such as SAFETI; substantial experience with QRA modelling
* Ability to lead specialist consultant input to deliver a COMAH Safety Report for a UPER Tier COMAH site
* Graduate Chemical or similar engineer, ideally with postgraduate process safety qualifications; Chartered Engineer status with CPD evidence
