Job Description
The Environment Agency is the Competent Authority in England for the Stockholm Convention on Persistent Organic Pollutants (POPs). Our duties include ensuring POPs in waste are legally managed. We are seeking a technical leader with a regulatory background, especially in waste management, to lead the Environment Agency’s POPs compliance work and deliver our environmental objectives on POPs.
You will provide technical leadership to the organisation, advise Government, engage with industry and steer our compliance activities. You will deliver strategic outcomes in the face of considerable challenges and so excellent influencing and engagement skills are required. You will be a confident communicator. You will be supported by the Chemicals Programme, including scientists in our Chemicals Assessment Unit, and so a familiarity with chemicals rather than chemistry expertise is required.
You will design our regulatory approaches, using your extensive knowledge of waste streams, chemical waste characterisation, and waste management techniques. You will also work closely with EA experts in our Waste and Resources teams and operational compliance teams to ensure compliance with existing POPs restrictions and to implement controls on new POPS as they arise. You will plan and lead on designing, commissioning, and delivering evidence studies for chemicals in waste streams in a way that delivers our objectives.
The successful candidate is expected to act as technical lead on our programme of evidence studies to support our regulatory work on POPs. This is a complex subject and a challenging role, which will raise your profile and stretch your skills.
Some travel and overnight stays will be required (typically monthly). Some international work is required, which may be outside of normal working hours, and could involve foreign travel.

The team
This vacancy sits within the Chemicals Regulatory Development team within the EA’s Chemicals Programme in the Environment & Business Directorate. The team has a diverse range of experience and skills covering multiple sectors (e.g. waste, water, product compliance). Each member of the team leads a specific area, but our strengths come from the way we collaborate and integrate our work.
Experience/skills Required
Essential:
* You will have experience of working in the waste sector, preferably in a regulatory capacity.
* You must have exceptional engagement skills and be able to influence a wide range of stakeholders, including both private and public sector. You will be a confident communicator.
* You will have experience of cooperative working within a large organisation or across organisations.
* You will be a problem-solver with a track record in using evidence to shape future priorities and work programmes.
Desirable:
* Familiarity with working with national or local government would be an advantage.
* Experience of running projects and procurement is an advantage, although project management support is provided.
You’ll have a range of development opportunities with appropriate training provided.

Our team is dispersed around the country and so you can be based at any EA office. Many of our team have adopted a hybrid approach to office / home working. Some travel and overnight stays will be required (typically monthly).
