We are seeking a Private Sector Housing Enforcement Officer – Single Family Dwelling to join a proactive team focused on improving housing standards. This permanent role involves detailed inspections of private sector homes and houses in multiple occupation, applying the Housing Health & Safety Rating System (HHSRS) and the Decent Homes Standard.

Salary: £36,363 - £41,771 a year plus £963 essential car user allowance
Responsibilities
* Carry out detailed inspections of private sector homes and houses in multiple occupation, applying HHSRS and the Decent Homes Standard.
* Manage complex casework from start to finish, including preparatory investigations, certifying works in default, resolving disputes, and overseeing the technical and financial aspects of enforcement actions, such as arranging interim and final payments.
* Prepare robust cases for prosecution and present evidence in court and Residential Property Tribunals.
* Investigate service requests related to properties and occupants, assess risks, and initiate appropriate regulatory action.
* Collaborate with internal departments, external agencies, and other professionals to ensure effective and lawful outcomes.
* Support and mentor less experienced officers and trainees, shaping best practice by creating and refining procedures and guidance documents.
Qualifications
* In-depth knowledge of Local Authority enforcement procedures.
* Significant relevant enforcement experience.
* Professional registration with the Environmental Health Officers’ Registration Board (EHO, EHP, or CEHP) alongside a degree or diploma in Environmental Health, or equivalent.
* Excellent analytical ability, including inspecting and measuring premises, evaluating building tenders, and compiling detailed evidence and witness statements.
* Strong communication and interpersonal skills, capable of consulting, negotiating, and influencing a wide range of stakeholders.
* Proficiency in IT systems and a solid understanding of equality issues.
* Flexibility, including daily travel across the Borough, occasional early morning or evening work, and a hybrid working pattern with a minimum of two days per week in the office.
