Overview
Lead and manage a large and complex designated portfolio within a Commissioning Directorate, ensuring the delivery of high-quality, patient-centred services. Lead planning, stakeholder engagement, and performance management of the delegated portfolio to achieve optimal outcomes for patients and the organisation. Provide leadership for the Commissioning Team(s) within the delegated portfolio and collaborate across NHS Wales, including strategic, clinical and operational delivery networks. Deputise for the Assistant Director of Commissioning as required. Be accountable to the Assistant Director of Commissioning for performance and provide expert advice on commissioning within the delegated portfolio.
Responsibilities
* Lead and manage a large and complex delegated commissioning portfolio.
* Lead, manage and develop the matrix Commissioning Team for the delegated portfolio.
* Develop commissioning strategies and plans for services within the remit, ensuring alignment with the Integrated Medium-Term Plan and wider commissioning priorities.
* Lead strategic planning, stakeholder engagement and performance management of the delegated portfolio.
* Collaborate with stakeholders to develop and implement plans to improve quality and value across the portfolio.
* Lead contract and performance management for services within the portfolio and operate within the allocated budget (likely in excess of £100m, dependent on portfolio).
* Implement and maintain robust quality assurance and clinical governance arrangements and escalate where necessary.

Details
Band 8b, Salary £65,424 to £76,021 per annum pro rata. Fixed term (18 months). Working pattern: Full-time, Flexible working, Compressed hours. Location: NWJCC Willowford or Media Point, Treforest Industrial Estate or Mold (CF37 5YL).

Person Specification
Qualifications and Knowledge (Essential):
* Educated to Master’s level or equivalent, with evidence of knowledge and experience in commissioning.
* Deep professional knowledge across disciplines such as financial management, performance management, information systems, and people management.
* Understanding of the commissioning and provision of health services.
Desirable:
* Change management qualification (e.g., MSP, Prince2).
Experience (Essential):
* Senior-level experience in a large and complex organisation.
* Experience working in a highly complex environment with multiple stakeholders.
* Contract and performance monitoring and management.
Desirable:
* Experience within Commissioning; change management and transformation.
