About Renfrewshire Valuation Joint Board
Renfrewshire Valuation Joint Board is an independent public authority, established in accordance with The Valuation Joint Boards (Scotland) Order 1995. It is responsible for providing professional valuation and electoral registration services within the jurisdictions of Renfrewshire, East Renfrewshire, and Inverclyde Councils, including compilation and maintenance of Valuation Rolls, Council Tax Valuation Lists, and Registers of Electors.
Role Overview
The Principal Admin Manager will support a variety of functions led by the Assessor & Electoral Registration Officer and the Assistant Assessor & Electoral Registration Officer. He/she will manage, direct, and oversee all administrative, clerical, and, where appropriate, professional and technical staff in compiling and maintaining the Valuation Roll, Council Tax Valuation List, and Electoral Registers within the Joint Board area. The role requires effective management of both the Electoral Registration Service and the administrative operations of Valuation Services, often in shifting priorities and demands. As a member of the Management Team, the Principal Administrative Manager will contribute to the efficient day‑to‑day running of the Board, participate in future planning and development, help set the strategic direction for the Board's long‑term objectives, and contribute to setting and monitoring the Board's budget.
Responsibilities
* Support management activities of the Assessor & Electoral Registration Officer and Assistant Assessor.
* Manage the Electoral Registration Service and administrative operations of Valuation Services.
* Lead and coordinate administrative, clerical, technical staff.
* Contribute to planning, development, and strategy of the Board.
* Set and monitor the Board's budget.
* Deputise for the Electoral Registration Officer under Section 8 of the Representation of the People Act 1983.
Person Specification
* Certificate in Electoral Administration from the Association of Electoral Administrators; a managerial qualification is desirable.
* Thorough knowledge of laws and practices of electoral registration with significant experience at a management level.
* Comprehensive understanding of administrative requirements for Non‑Domestic Rates and Council Tax.
* Experience in administrative functions of the Assessor and Electoral Registration Officer; proven ability to manage and coordinate personnel.
* Strong leadership and motivational skills; ability to foster continuous improvement and ensure statutory and policy compliance.
* Proficiency in information systems to support service delivery, including electoral management systems.
* Excellent communication skills, with ability to motivate, develop and resolve conflict diplomatically.
* Committed, dedicated, achievement‑oriented track record with strong time management and written & verbal communication.
* Capacity to work with senior managers and employees, applying effective methods to streamline collaboration & organisational outcomes.
* Experience in performance management and planning is desirable.
