Overview
We are currently recruiting for a Private Sector Housing Technical & Adaptations Officer to investigate complaints of poor housing conditions and undertake inspections of private sector housing to assess potential hazards under the Housing Health and Safety Rating System (HHSRS).
The post will focus primarily on HMO licensing, inspection, regulation and enforcement of Houses in Multiple Occupation under the Housing Act 2004, including the HMO licensing regime and the HHSRS. The officer will work closely with landlords, managing agents, tenants and other stakeholders to improve housing standards and ensure compliance with legislation.
Responsibilities
Inspect HMOs in relation to the council’s licensing function, management regulations and housing conditions as per the HHSRS.
Prepare letters, notices and schedules of work necessary to bring properties up to statutory and council standards and take appropriate enforcement action to secure necessary improvements.
Provide advice to owners, tenants and landlords on property condition, minimum standards and guidance on assistance available, such as possible grants or loans.
Serve and monitor compliance with legal notices, prepare offence case reports if required.
Facilitate the adaptation process: visit client homes, assess feasibility, advise on the process and timescales for applying for grant assistance.
Provide technical advice for housing adaptations and assist in managing the Disabled Facilities Grants (DFG) process and other funded adaptations in private sector housing.
Maintain knowledge of council housing policy, develop links with housing colleagues, advise clients and professionals on available options, including alternative accommodation and shared ownership funding.
Qualifications & Requirements
Successful candidates must meet the essential criteria listed under Level A of the person specification, including demonstrated knowledge, experience and skills relevant to the role.
The post holder will be required to pass a Standard DBS check.
