Base pay range: £81,000 – dependent on experience and Civil Service pay guidelines.
Location: Newport and Titchfield (Fareham). We operate a flexible hybrid working model across the UK; colleagues are linked to one of our contractual locations and work between office and remote throughout the week, with a 40% minimum office attendance requirement.

As a senior leader within the Census 2031 programme, you will have the opportunity to drive strategic change at the highest level of government, leading one of the nation's most critical data collection operations. This is a rare chance to shape public policy infrastructure that will influence decision-making across every level of government for the next decade.
Key Responsibilities
* Lead integrated system design throughout Census lifecycle
* Build & maintain stakeholder relationships across functions, including suppliers
* Provide leadership to teams across Service Design, Testing and Integration functions
What are we looking for?
* Extensive experience leading whole system end-to-end service design & integration, understanding user-centred and systems-based approaches
* Proven leadership capability, including managing multidisciplinary teams and commercial delivery partners
* Excellent stakeholder engagement skills, with the ability to build trusted relationships, navigate competing priorities, and drive alignment across organisational boundaries
* Strong strategic thinking and problem-solving abilities, with a track record of delivering coherent, joined-up services that meet user and business needs
* Effective communicator, able to translate complex concepts into clear, actionable insights for diverse audiences, including governance boards and delivery teams
* Commitment to collaboration and continuous improvement, role modelling inclusive behaviours by working effectively with operational teams and other key ONS stakeholders
Experience with census, public sector transformation and/or service design & transition principles would be beneficial, but are not strictly required.
