Your next role
Swindon Borough Council is reshaping how Cyber, Digital, Data and Technology (CDDaT) supports transformation across the organisation, and we’re looking for a Transformation Programme Manager to help lead that journey.
We’re looking for someone who understands how digital, data, technology, cyber and AI capabilities can genuinely improve services, support colleagues and deliver better outcomes for residents.
You’ll work across major transformation programmes, helping services move from ideas and ambition into structured, deliverable change. That means balancing governance, delivery, stakeholder engagement, service redesign and organisational reality, while helping ensure CDDaT considerations are embedded from the start rather than added at the end.
You’ll work closely with senior leaders, multidisciplinary teams and operational services across the Council, helping shape programmes that span digital transformation, data and insight, automation, technology change, AI-enabled delivery and wider organisational improvement.
Qualifications & Experience
* Has experience delivering complex programmes or transformation activity
* Has deep expertise in a CDDaT competency and ideally local government
* Can confidently work across technical and non-technical environments
* Understands the realities of change delivery in large organisations
* Can translate digital, data and technology concepts into practical business outcomes
* Builds strong relationships and brings people with them
* Is comfortable navigating ambiguity, dependencies and competing priorities

You must be fluent in the English language (as a requirement of Part 7 of the Immigration Act “for the effective performance of a customer-facing role”).
The team operates a hybrid working model with all practitioners expected to be in the office for a minimum of two days per week.
