Adecco is proud to be working in partnership with Swindon Borough Council to recruit a range of roles across Housing and Corporate Repairs, including:
Service Lead - Inspection, Commissioning & Contracts
Salary: £54,495 | Level: CFL11
Join Swindon Borough Council at a pivotal moment in our transformation journey. Swindon is an ambitious, fast‑growing borough, and we are committed to delivering safe, compliant and high‑quality homes for our residents. Backed by major investment, strengthened leadership and a clear mandate for improvement, this is an opportunity to play a critical role in shaping a modern service with real impact.
Background
As part of a £250 million, five year investment programme, Swindon Borough Council is strengthening frontline housing services and improving assurance, performance and customer experience.
Responsive repairs is a core service, and strong inspection and contract management are critical to its success.
Your New Role
As Service Lead - Inspection, Commissioning & Contracts, you will oversee inspection and triage activity for responsive repairs and lead the end-to-end management of key contracts and frameworks that support day-to-day repairs delivery.
Reporting to the Head of Housing & Corporate Repairs, you will set clear expectations for contractors, monitor performance and hold delivery partners to account for quality, cost and timeliness. You will work closely with repairs teams, procurement and finance colleagues to ensure effective commissioning and contract governance.
A key element of the role is shaping the future inspection model for responsive repairs, including readiness for virtual triage and remote inspection approaches. You will help develop proposals, test options and ensure contractual and operational arrangements support future implementation.
What You'll Need to Succeed
You will have experience leading inspection, commissioning or contract management activity within a housing, repairs or maintenance environment. Strong contract management skills, confidence overseeing complex budgets and experience holding contractors to account are essential.
A relevant property, construction or contract management qualification is desirable, along with a recognised health and safety qualification.
What You'll Get in Return
We offer:
Competitive local government pay and benefits
Local Government Pension Scheme membership
Professional development and leadership opportunities
The chance to shape future service delivery models
