About the job.
We are looking for a Cost Intelligence Manager to join our Business Services Directorate, to provide advice and support to the business on commercial issues to enhance National Highways capability as an informed and intelligent commercial client.
You'll provide support in evaluating and reporting the cost base, cost drivers and efficiency delivery across capital and revenue programmes and will interpret cost data and support the creation of information and intelligence and recommend how the use of cost intelligence can improve performance and investment decisions.
The role will be worked on a hybrid basis with a minimum of 40% of the working week in the office.
Responsibilities
* Manage and develop the Cost Intelligence Analysts and Senior Intelligence Analysts as appropriate and ensure compliance with health and safety policies and procedures.
* Lead commercial work streams designed to enhance National Highways reputation as an informed and commercially intelligent client across capital programmes.
* Support the design and implementation of robust processes and systems for cost capture and cost base reporting; assure cost intelligence quality so reporting withstands internal and external scrutiny.
* Interpret complex commercial data, identify trends and draw conclusions from analysis.
* Support the design and implementation of end-to-end sub-processes for cost intelligence, and report on opportunities to improve value for money and investment decisions.
Qualifications
* Studying for an appropriate professional qualification or already have a degree.
* Commercial and financial management, and economic analysis understanding.
* Process and system development experience, with advanced data analysis capability.
* Stakeholder management and influencing skills.
* Experience of delivering commercial outcomes to all levels of a business.

External candidates will be offered a starting salary at the lower end of the pay scale, while current employees will be appointed in accordance with our established pay policy.
