Organisational Change Management Specialist
Hourly Rate: £24 per hour via umbrella
Location: Hybrid working – regular on-site presence required 2-3 days on-site
Contract: July 2026

An experienced Organisational Change Management Specialist is required to support the people workstream of a council-wide transformation programme. The role will focus on embedding a new target operating model, aligning workforce structures and role profiles, and ensuring people, skills and organisational design support future ways of working.
The Role
You will lead a varied portfolio of work and be responsible for:
1. Supporting delivery of the people workstream within the transformation programme
2. Aligning job descriptions and organisational documentation with the digital skills framework and producing supporting guidance
3. Developing simplified and generic role profiles in collaboration with HR Business Partners
4. Ensuring workforce development and training plans align with the new operating model
5. Reviewing and proposing consistent support role structures, including options for centralisation and decentralisation
6. Producing action plans and business cases covering financial, HR and cost–benefit considerations
7. Coordinating organisational change activity, including communications, engagement and change impact assessment
8. Supporting service restructures and monitoring outcomes to ensure policy and legislative compliance
Requirements
9. Excellent communication and stakeholder engagement skills
10. Strong organisational and project management capability
11. Proven experience leading organisational change, including people-focused change
12. Significant senior-level HR advisory experience
13. Strong analytical skills and ability to present clear recommendations
14. Knowledge of change management methodologies
15. Good digital skills, including Microsoft 365
16. A relevant CIPD qualification (Level 7 or equivalent) is desirable
