Job Summary

The post holder leads, delivers, develops, manages and evaluates the clinical pharmacy services to the Care Groups – Surgery, including Orthopaedics, Theatres, Anaesthetics and Endoscopy. The focus of the post is on ensuring the provision of high quality, safe, comprehensive (clinical, supply, financial and operational) pharmaceutical services to the care groups, in accordance with the priorities set by the post holder, Deputy and Associate Chief Pharmacists, Clinical Services, General Manager and Clinical Director(s). The post holder provides a specialist level clinical commitment to the care groups.


Main Duties

* Act as a specialist role model and expert in the clinical field.
* Ensure the safe, efficacious, and cost‑effective use of drugs within the Care Groups.
* Provide a high level of clinical input across the Care Groups.
* Develop and implement guidelines and policies for the use of drugs.
* Produce regular financial reporting, drug usage and expenditure forecasting.
* Develop the pharmacy service to the Care Groups.
* Teach and train within the Trust and externally.
* Initiate and coordinate research and development activity within specialist areas.
* Identify a vision for the delivery of pharmaceutical services to the Care Groups.
* Identify and promote best practice.

Job Responsibilities


Leadership

* Lead clinical pharmacy services for patients treated within the Care Groups in accordance with the priorities set by the post holder, Associate/Deputy Chief Pharmacist, Clinical Services, General Manager and Clinical Directors.
* Develop clinical pharmacy services to advance the safe, clinically effective and cost‑efficient use of drugs.
* Identify a vision for the delivery of pharmaceutical services and support the development of independent pharmacist prescribing practice.
* Deliver the clinical governance agenda in relation to drug use in the Care Groups.


Clinical Responsibilities

* Provide highly specialised pharmacy services (clinical, dispensing and supply) to patients within the Care Groups.
* Deliver evidence‑based clinical advice (doses, interactions, adverse effects, drug availability, complex dose calculations) to nursing and medical staff within the Trust and externally.
* Act as an independent prescriber to optimise patient care.
* Participate in consultant ward rounds, demonstrate expert clinical knowledge, make appropriate referrals.
* Provide direct high‑quality care to outpatients in clinic(s) within the specialist area when required.
* Follow legal, ethical, professional and employer codes of conduct.


Financial Management

* Work with the Deputy Chief Pharmacist to develop business cases for the development of clinical pharmacy services to the Care Groups.
* Monitor drug expenditure; provide accurate information and analysis to the Care Groups.
* Contribute to the budget‑setting process and support drug income generation for the Care Groups.
* Attend Care Group financial meetings to provide advice on drug budgets, expenditure and cost‑control measures.
* Forecast the cost impact of new drugs and manage their introduction using horizon‑scanning techniques.


People Management / Performance

* Lead, coach and manage performance in line with good people‑management practices; recognise excellence and address underperformance.
* Participate in regular performance appraisal meetings; ensure staff have clear objectives and development plans.
* Ensure staff compliance with all statutory, mandatory training and professional requirements.
* Manage staff absences and return‑to‑work meetings; keep e‑roster updated and maximise productivity.
* Identify and fill vacancies in line with recruitment policy.
* Identify talent and support internal talent management, succession planning and retention.


Research and Service Development

* Adopt a critical approach toward pharmacy practice and evaluate practice in the Care Groups.
* Integrate research and audit evidence into practice; identify gaps and develop strategies to bridge them.
* Initiate, coordinate and develop research and audit programmes within the specialist area.
* Participate in other research and audit programmes in the Trust and at regional level.
* Guide and support others undertaking research.


Person Specification


Education and Qualifications – Essential

* BPharm or MPharm in Pharmacy and registered with GPhC.
* Diploma in clinical pharmacy or pharmacy practice.
* Short courses equivalent to postgraduate certificate.
* Specialist competencies relevant to practice or postgraduate level courses.


Education and Qualifications – Desirable

* Independent Prescriber (IP) or Specialist Pharmacist (SP).


Knowledge and Experience – Essential

* Expert clinical knowledge in specialties and experience of providing pharmaceutical care to patients in specialties.
* Experience managing and supervising a team; postgraduate level education and training.
* Knowledge of clinical governance, local and national priorities, legislation and regulations; experience implementing these.
* Experience of directorate work: finance management, guidelines and procedures, practice research and audit, service development and QI.


Knowledge and Experience – Desirable

* Experience in disciplinary matters.
* Advanced critical appraisal skills.


Skills and Competencies – Essential

* Able to provide highly complex information and impart knowledge to a range of staff internally and externally.
* Excellent communication, delegation, influence, organisational, motivational and time‑management skills; problem solving, prioritising, and flexibility.
* Demonstrates basic critical appraisal skills and uses evidence to make sound judgments and manage risk.


Skills and Competencies – Desirable

* Experience in disciplinary matters.
