We are looking for a proactive and experienced Compliance and Works Coordination Manager to lead the compliance, assurance, and works coordination functions within our Highway Operations Service. This role is central to ensuring that all highway activities are delivered safely, efficiently, and in full compliance with statutory obligations and council standards. You will oversee the scheduling and coordination of works to minimise disruption on the network and maximise resource utilisation, while embedding a culture of continuous improvement and operational resilience. You will also play a key role in preparing the service to respond effectively to adverse weather events and emergencies, ensuring that compliance and coordination processes support rapid and safe deployment of resources. Key Responsibilities • Lead the development and monitoring of compliance programmes across highway operations. • Ensure adherence to legislation including LOLER, PUWER, COSHH, WEEE, and hazardous waste regulations. • Oversee the coordination and scheduling of works to optimise delivery and minimise network disruption. • Manage audit plans, incident reviews, and post-event debriefs to embed lessons learned. • Analyse performance data to identify trends and drive service improvements. • Represent the service in strategic forums and coordinate with external stakeholders including utility companies and neighbouring authorities. • Support budget planning and manage resources to deliver compliance and coordination objectives. About You • Proven experience in programme management and coordinating complex works programmes. • Strong understanding of highways legislation, compliance standards, and operational delivery. • Excellent communication, negotiation, and stakeholder engagement skills. • Ability to interpret regulations and translate them into practical procedures. • A commitment to health and safety, continuous improvement, and public service values. Essential Qualifications and Experience • Relevant professional qualification or extensive managerial experience in a construction/maintenance setting. • Experience in highways maintenance, legal compliance programmes, and budget/resource planning. • Knowledge of PAS128 standards and utility avoidance practices. Desirable • NEBOSH General Certificate in Occupational Health and Safety. • Experience in a political or local government environment. • Familiarity with ISO standards and programme management methodologies (e.g. Prince2, APM).
