This is an exciting leadership opportunity for an experienced public health intelligence professional who can work collaboratively at a strategic, system wide level, shaping priorities and developing innovative approaches to public health intelligence that help us improve health outcomes and reduce inequalities. The role As a Public Health Intelligence Manager, you will: • Provide strategic leadership to the Council’s Public Health Intelligence function, ensuring the delivery of high-quality data, analysis, and interpretation to support intelligence-led strategy and decision making • Contribute to developing joined-up approaches to intelligence, both within the Council and with wider partners across Hull and the wider Humber and North Yorkshire Integrated Care System (ICS) • Facilitate the development of innovative analytical approaches, integrating different forms of intelligence and translating complex analyses into accessible and tangible insights • Management of the public health intelligence team, supporting staff to develop professionally and contribute effectively to shared priorities. • Act as a senior expert in public health intelligence, advising senior leaders, ensuring that public health intelligence informs strategy and decision making. About you We’re looking for a highly motivated, collaborative leader with: • Extensive experience in public health intelligence, epidemiology, statistics or applied population health analysis. • Experience of leading complex analytical programmes and producing impactful insights for strategic decision making. • Excellent communication skills, with the ability to translate complex information for diverse audiences including senior leaders and elected members. • Experience of managing or leading a team of staff and supporting their professional develop • Confidence working in a political environment and across different organisations, with an ability to work collaboratively and build effective relationships A relevant degree is essential; a Master’s level degree in public health or a related field is desirable. ROLE AND PURPOSE The postholder will provide strategic leadership of the Public Health Intelligence function for the Council, ensuring that high quality analysis, evidence and insight inform statutory public health responsibilities, commissioning decisions, strategy development and system wide planning. The role will include leading and facilitating the development, production and dissemination of intelligence needed to understand population health, inequalities and the wider determinants of health, including delivery of the Joint Strategic Needs Assessment (JSNA) and Pharmaceutical Needs Assessment (PNA). It will ensure that intelligence is used effectively across the Council, the local health and care system, and with regional/national partners to support evidence based decision making. The postholder will manage the Public Health Intelligence team and play a key leadership role, contributing to strategic programmes, research collaborations and the development of innovative analytical approaches.**PRINCIPAL ACCOUNTABILITIES**:**Lead the strategic development** of the Public Health Intelligence function to ensure intelligence effectively supports public health priorities, system strategies and commissioning cycles.**Coordinate and produce statutory outputs** including the JSNA and PNA, providing clear analysis, interpretation and recommendations to inform decision‐making.**Provide analytical advice**, responding to public health intelligence queries (e.g., disease cluster concerns, inequalities analysis).**Facilitate the development of high‐quality intelligence products**, including needs assessments, dashboards, briefings and contributions to the Director of Public Health Annual Report.**Lead intelligence support to commissioning**, contributing analysis to inform stages of the commissioning cycle (e.g. needs assessment, specification development, evaluation).**Manage the Public Health Intelligence Team**, including two Senior Analysts (G11), one Analyst (G9) and oversight of the Local Authority Research Practitioner (G10 PT)**Maintain robust information governance**, leading the development and management of data‐sharing agreements and ensuring compliance with statutory and organisational requirements.**Promote and support research and innovation** **Build and maintain effective partnerships** across the wider system, ensuring intelligence is aligned, shared and used consistently.The above principal accountabilities are not exhaustive and may vary without changing the character of the job or level of responsibility.**Compensation Grades:**GRADES 12.**Pay Ranges:**£55,058.00 - £59,021.00**Job Classifications:**3- Not Politically Restricted - Designated As Not Politically Sensitive (Politically Restricted Posts), Casual - (Travel Allowance Policy), No - (Childcare Disqualification Requirement), No - (Statutory Post)**Benefits of Working of Hull City Council:** - A competitive salary - An excellent pension through the Local Government Pension Scheme (LGPS) - Initially 23 days annual leave depending on length of service.
