PD&MS Group are now looking for an experienced HSE Lead (Operations and Projects) to join our team in Grangemouth on a full-time, employee basis.
The role involves supporting our EPC contract. We are looking for someone with a CDM background, strong leadership skills, audit and investigation experience, and the ability to drive and maintain HSE excellence across all project aspects. The focus is on risk management, work‑pack review, legal compliance, contract compliance, and reporting on KPI's.
This is a great opportunity to be part of our HSE & Project Management Team, working closely with the engineering and execution team to ensure PD&MS delivers safety throughout the project.
Role Summary
The HSE Lead (Operations & projects) will develop a contract‑wide culture where contributors execute the project with no harm to people or the environment. All contract uncertainties will be identified, assessed, and proactively managed to maximise opportunities while mitigating threats. A culture of personal accountability will be built where safe behaviours are reinforced and at‑risk behaviours are challenged.
Responsibilities
* Provide positive HSE leadership for all contracts on HSE issues and promote the adoption of best practices and industry standards.
* Promote an enthusiastic HSE culture that delivers positive commitment and engages all personnel in continuous performance improvement.
* Attend step‑change events as appropriate.
* Co‑operate with offshore mobilisation work when required to support the HSE function.
* Advise Contract Managers on all HSE matters.
* Contribute to developing annual HSE objectives for contracts; monitor and report on implementation and effectiveness.
* Produce required HSE performance reports.
* Lead and participate in incident investigations, ensuring appropriate methods of investigation and reporting are used, lessons are established, and shared with all stakeholders.
* Liaise regularly with clients, subcontractors and vendors.
* Undertake periodic reviews of environmental, health and safety systems to ensure compliance with industry standards, requirements, and legislation.
* Report to management on the status and performance of environmental, health and safety systems.
* Promote awareness of customer HSE requirements to appropriate stakeholders.
* Conduct internal audits.
* Conduct external vendor audit and evaluation.
* Design and deliver internal HSE workshops.
* Deliver comprehensive company HSE inductions, ensuring validity and alignment with client information and industry standards.
* Review and prepare tender documentation in a timely and accurate manner.
* Administer environmental and health and safety systems, keeping details up to date.
* Liaise with the company’s certification body (LRQA) and relevant client bodies.
* Assist in maintaining internal and external audit programmes, issuing, controlling and closingout NCRs.
* Ensure environmental, health and safety records and company KPIs are maintained.
* Compile safety statistics.
* Develop new HSE procedures for management of quality assurance, health and safety and environmental systems, or review in line with project change requirements.
* Prepare and implement procedures and documents.
* Assist with HSE data for management review meetings.
* Comply at all times with company policies and the Health and Safety at Work Act.
* Provide clear advice on meeting legislative requirements.
* Liaise with all PD&MS Group staff, both onshore and offshore, offering advice, guidance and support on all HSE matters.
* Ensure correct document storage per company processes.
* Promote the company’s external image through effective HSE management.
* Support the Projects / Contracts Management Team to ensure HSE compliance.
* Disseminate HSE information and advice to clients, suppliers and subcontractors where appropriate.
* Promote and monitor compliance with the integrated management system.
* Assist projects with coordination and return of client‑required HSE information.
* Maintain professional development records and ensure competency requirements are met in a timely manner.
* Adhere to the integrated management system.
* Ensure compliance with quality assurance, health and safety and environmental policies.
* Demonstrate and promote PD&MS QHSE principles and lead by example.
* Challenge unsafe activities.
* Adhere to best practice standards, recommendations and processes in duty performance, particularly in risk assessment, control, reliability and failure prevention to ensure safe design, provision and use of tools, equipment and systems.
* Demonstrate and promote PD&MS values and lead by example.
* Conduct performance reviews of direct reports within required timeframes (where applicable).
Qualifications
* NEBOSH General Certificate in Health and Safety or equivalent.
* Membership, or working towards membership, of a recognised professional body (preferred).
* Internal Auditor (IRCA) Certificate to one of the recognised standards.
* Standard grade level education or equivalent, with a pass in Maths & English.
Experience & Competence
* Demonstrable experience in developing and maintaining environmental, quality assurance and health and safety systems.
* Previous experience in a similar role.
* Knowledge of QHSE legislation, codes and standards.
* Experience of QHSE Management Systems in line with ISO 9001, ISO 14001 and OHSAS 18001 or equivalent.
* Exposure to ISO/TS 29001 and PED 97/23/EC (preferred). Demonstrable experience delivering a safe operation in the work environment.
* Understanding of contractual, commercial and cost issues.
* Experience conducting audits and investigations.
* Experience working within, and contributing towards, a certified Management System.
* Experience in risk management and incident investigation.
* Experience training others in HSE best practice.
* Competency in MS Office applications.
* Experience managing and developing others.
* Excellent written and spoken English.
