Bylor has already broken the UK record for the largest continuous concrete pour of 9,000 m³ of concrete.

Purpose of the role
Ensure that everyone entering the site – staff, workforce, contractors or subcontractors – is processed in a fully compliant, professional and expedited manner.
* Manage and work with current leads for security vetting, compliance, onboarding and training teams to maintain compliance and delivery for all staff and workforce roles.
* Build business‑partnering relations, working closely with line managers to ensure smooth and efficient people operations.
* Maintain an overview of all site entrants ensuring efficiency and adherence to site rules.
* Manage monthly customer audits, ensuring learnings are incorporated and processes amended.
* Ensure policies and procedures are existent and up to date.
* Determine and manage KPIs for each team.
* Financial responsibilities – maintain and manage all People Operations teams’ budgets and spend within agreed financial limits as set by the Commercial team and Project Lead.
Key responsibilities and specific accountabilities
* Management of teams running security vetting, compliance, onboarding and training.
* Oversight of security vetting, ensuring timely completion.
* Weekly meetings on workforce numbers draw‑down.
* Oversight of onboarding with SQEP compliance checks.
* Management of monthly client audits and internal Bylor audits.
* Sweep of the client portal WIMS for leave/transfer tracking.
* Writing and design of processes.
* KPI monitoring and monthly recording.
* 16‑week look‑ahead reporting to the client.
* Forecasting of future training needs.
* Management of ongoing training needs and external trainer coordination.
* Oversight of invoice processes, data recording and sign‑off.
* Business‑partnering calls and weekly meetings with line managers and supply chain.
* Oversight of resource tracker and movement reporting.
* Management of medication processes and pre‑booking necessity.
* Oversight of expiration of all prerequisites for active site access.
* Monitoring of failed drug and alcohol screening results and dismissal procedure.

* Internal – Project employees, wider Bylor.
* External – Client and supply chain partners.
Essential skills & knowledge
Personal Qualities and Experience – Essential
* Ability to influence and promote a positive HR culture.
* Ability and experience of managing teams.
* Competence in protecting and managing sensitive information data.
* Solid understanding of the UK HR framework and UK business management systems.
* Ability to prepare formal written reports and publications on HR subjects.
* Ability to undertake project planning, project management and work within budgets.
* Demonstrate commitment to continuous learning to refine, further develop and apply expertise.
* Experience with complex construction projects and civil engineering roles.
* Ability to communicate and converse at all levels.
* Solid understanding and experience of construction and civil engineering processes, including constraints and specialised heavy‑civil operations (e.g., lifting operations, work at heights, excavations, temporary works).
* Good proficiency in Word, Excel and PowerPoint.
Personal Qualities and Experience – Desirable
* Knowledge of continuous improvement techniques.
* CSCS – MAPS certification.

Additional Information
All positions with Bylor are employed directly with either Laing O'Rourke or Bouygues Travaux Public and include competitive salaries, private medical insurance, company pension schemes and annual holiday allowance. Some grades will also include a company car allowance.
Unless stated otherwise all positions are based at Hinkley Point C in Somerset.
Somerset boasts beautiful English countryside, an attractive coastline, interesting towns and villages along with easy access to the M5 and proximity to the cities of Bristol and Exeter.
