About the Role and our Ideal Candidate
This role will support the council's environmental strategy and the decarbonisation of the estate. The role will include:
* To provide, as the Council’s dedicated Energy Officer, the Council and all departments with expert advice
* To take responsibility for the purchase, management and co-ordination of the Council’s gas, electric and water contracts
* To evaluate the use of energy and water within the Council, devise policies and actions to minimise energy and water consumption to meet the targets set
* To oversee a programme of low carbon capital funding schemes, and support colleagues with the delivery of capital projects across the operational, leisure and schools portfolio. Maximise use of available funding to reduce operational emissions, including the Climate Capital Fund and Green Buildings Fund.
About you
You will bring detailed knowledge of procurement and finance practices, supported by project management experience and a technical or energy-related qualification, with membership of a relevant professional body desirable. With a proven track record in developing and implementing energy efficiency programmes, you’ll be confident evaluating energy and water usage, devising policies to reduce consumption, and managing the procurement of energy contracts. You’ll demonstrate a strong understanding of relevant legislation, codes of practice, and current developments in energy conservation and sustainability, applying them effectively within the service context.
Excellent interpersonal and communication skills will enable you to build credibility and maintain strong relationships with a wide range of stakeholders, providing clear, informed advice on complex issues. You’ll also bring strong performance management capabilities, sound IT skills, and a commitment to high standards of health and safety, equality, and diversity. The role requires flexibility to work outside normal hours when necessary, and the ability to travel within and around the borough as part of your duties.
About Us
This role will be part of the Facilities Management (FM) team. The FM Service has recently gone through a period of significant change and transformation including energy management becoming part of the delivery of the team, as we continue to improve our services. This is a particularly challenging and rewarding time for Facilities Management as it reaches the realisation of a new operating model, supporting the goals of our wider organisation.
The Facilities Management Service supports circa 50 corporate Council buildings for all tasks FM related which include FM Helpdesk, caretaking, post, cleaning, pest control, security, planned preventative maintenance and reactive repair services. The FM service is made up of a team of 15 staff all responsible for supporting these buildings and services that work within them.
