To work as a key member of the Learning Estate Team, to help stakeholders achieve the most cost-effective and time-efficient delivery of projects in the Learning Estate Investment Programme (LEIP). The role will also involve providing build cost, commercial, procurement, and technical support to the development of potential future new programme approaches.
Location
You will be based at SFT's office in Edinburgh. SFT teams work flexibly, with an expectation that you need to be in the office for meetings as required, with a minimum of one day per week attendance. Additional travel will be required to attend external meetings, seminars, or similar.
Other Dimensions
The post holder will not have day-to-day responsibility for a budget but will be expected to operate within the budget allocated to this business area. The role may include some line management responsibilities.
The Learning Estate Team is responsible for the efficient and effective delivery of the Scottish Government’s £2bn Learning Estate Investment Programme (LEIP) and other learning estate-related initiatives. These currently include the final phases of expansion of Early Learning and Childcare provision, infrastructure to support the expansion of Free School Meals, and development of a potential successor to LEIP.
* Help to manage LEIP by implementing programme processes and undertaking reviews and checks of information and processes.
* Provide support to local authorities for the efficient and effective delivery of LEIP projects, such as participation in design development and cost review workshops and assessment of funding proposals.
* Work collaboratively with stakeholders to improve the early development of LEIP projects.
* Support programme development by using technical expertise and monitoring market practice/innovations.
* Apply a commercial approach to consider opportunities that deliver value for money within LEIP parameters.
* Undertake cost and area metric reviews, cross-referencing industry indices and market conditions to inform potential funding adjustments.
* Oversee the operational phase of LEIP and support revenue payment releases.
* Contribute to planning, preparation, and updating of presentations, documentation, briefing papers, and reports in collaboration with the Learning Estate Team.
* Develop templates, standard documents, and guidance as required.
* Build and maintain excellent working relationships with SFT colleagues, Scottish Government contacts, all 32 local authorities, SHOPs, SOLACE, ADES, COSLA, suppliers, and other programme-related organizations.
* Support the development of future investment and delivery approaches by understanding existing requirements, anticipated costs, and potential delivery mechanisms.
* Promote and practice collaboration across SFT, sharing knowledge to support broader infrastructure activities.
* Ensure technical skills and professional qualifications are relevant and up-to-date, demonstrating technical expertise.
* Provide input to SFT’s corporate reporting and contribute to demonstrating SFT’s outcomes in relevant areas.
Knowledge, Skills, and Experience
* Quantity Surveyor or equivalent experience in a relevant profession with at least 7 years (or equivalent) post-qualification experience.
* Relevant knowledge and experience of project delivery and commercial management.
* Experience in the Education sector.
* Experience in infrastructure procurement as a client, consultant, or supplier.
* Experience in business case development.
* Ability to support solution-based outcomes, harnessing best practices from other areas.
* Developed network of relevant sector stakeholders and good relationship management skills.
* Understanding of the dynamics of the public/private interface.
* Highly effective written and oral communication skills.
