Reporting to the Head of Finance and Support Services and sitting within the Finance Team, this is a role with responsibility for managing, developing and undertaking the strategic procurement needs of Canterbury Environment Company Ltd (Canenco).
Canenco is a local authority trading company, wholly owned by Canterbury City Council (CCC). As such, Canenco is required to follow the same local government procurement regulations as the Council. Canenco is responsible for delivering waste collection, street cleansing, grounds maintenance and public convenience services for CCC.
Canenco is based at Wincheap in Canterbury, but also has a depot at Hersden, near Canterbury. Remote homeworking would be considered for this role, but there is the requirement to attend both depots in Canterbury on a regular basis - to be agreed upon appointment.
This role is ideal for someone with experience of the Procurement Act 2023, including local government procurement frameworks and tendering procedures.
The role will undertake Canenco's procurement activity, working with the various managers and teams across the company Canenco to develop their procurement requirements in line with local government procurement regulations. The role holder will be expected to work with Canenco's senior management team to monitor, manage and deliver the company's procurement requirements.
The successful candidate will demonstrate a clear understanding of transparency obligations, including the publication of procurement data and contract awards into the public domain in line with Canenco's contract standing orders. The role holder will be comfortable navigating the legal and reputational implications of public sector procurement and will ensure that all processes are auditable, compliant, and robust.
This is a high-impact role requiring excellent communication skills, sound judgement, and the ability to influence and advise stakeholders at all levels.
