About the role

The HSE Manager acts asthe site’s designated responsible person under current Health, Safety and Environment (HSE) legislation. Reporting to the Site Director, you will take ownership of Hull site’s HSE management systems, ensuring they are regularly reviewed, fit for purpose, and operating effectively. The role involves leading a broad range of HSE activities, providing expert guidance, and driving continuous improvement to ensure full compliance with applicable regulations, standards, and best practices.


Responsibilities

1.
Maintain and report HSE statistics and KPIs, including environmental performance, for monthly meetings and board-level reporting.
2. Manage hazard identification, internal audit, and accident reporting systems to support a proactive safety culture.
3. Lead weekly and monthly HSE meetings with key stakeholders across the site.
4. Maintain and continuously improve Health, Safety and Environmental Management Systems.
5. Ensure robust systems are in place for process safety risk profiling and compliance with all relevant HSE legislation, supported by a structured audit programme.
6. Develop and drive the Hull site HSE Improvement Plan, including initiatives to strengthen safety culture and behaviors.
7. Keep up to date with HSE legislation and provide expert advice and guidance to management and employees.
8. Act as the site subject matter expert for HSE matters, supporting managers and staff and contributing to the site risk and vulnerability matrix.
9. Ensure the organization’s HSE strategy is implemented effectively and delivered within agreed budgets.
10. Liaise with occupational health services to support health surveillance programmes and minimise long-term workplace risks and organisational liability.
11. Maintain safe systems of work for contractors and visitors, including permit-to-work and LOTOTO processes.
12. Ensure risk assessments are identified, completed, and implemented to an appropriate standard.
13. Verify that all personal protective equipment (PPE) meets required standards and is appropriate for its intended use.
14. Investigate accidents and incidents, coordinating with internal and external stakeholders such as regulatory bodies, insurers, and occupational health providers where required.
15. Act as the primary site contact for regulatory authorities, including the Health & Safety Executive and the Environment Agency.
16. Take ownership of the site Environmental Permit and ensure compliance with all associated obligations.
17. Serve as the point of contact for site security, including ownership of the Threat and Vulnerability Assessment and CCTV systems.



About you

18. Minimum of 10 years’ experience in a similar HSE role.
19. Safety knowledge backed by relevant qualifications ( NEBOSH, IOSH, ISO or degree-level qualification) supported by professional membership.
20. Chartered Member of IOSH, or actively working towards chartered status.
21. Ability to work effectively at all levels of the business, influencing and engaging a wide range of stakeholders.
22. Environmental Permit and MCERTS experience desirable.
23. An established health and safety professional with strong leadership capability and proven change management experience.
24. Hands-on, proactive approach with a strong drive for continuous improvement and positive cultural change.
25. Experience applying continuous improvement methodologies to enhance HSE performance and culture.
26. Experience implementing and managing ISO 14001 and ISO 45001 management systems.
27. Strong understanding of ESG requirements within a large manufacturing environment, including MCERTS, GHG Permits and UK ETS.
28. Sound knowledge of process safety principles; practical experience desirable.
29. Familiarity with Corporate Social Responsibility (CSR) principles is advantageous.
30. Experience within high-hazard industries, ideally within the chemical process industry; food industry experience desirable.
