Job Description:

The service manager has responsibility for coordinating staff and resources to achieve high standards of care, considering the physical, social, and psychological needs of service users. They ensure the welfare of service users and compliance with organizational standards, statutory, and contractual requirements. The manager operates within a legislative framework, ensuring all practices are consistent with statutes and government guidelines, and promotes the organization's values and care ethos.

The area Service Manager will oversee and support managers for five supported living projects and community activities for adults and children of Lynton Community Care, reporting directly to the registered individual.

Key Responsibilities

1. Refer and assess new service users, liaising with previous care teams, families, and advocates to develop personalized care and risk management plans.
2. Maintain balanced relationships and effective communication with all service users, relatives, and professionals involved in their care.
3. Ensure compliance with relevant statutory requirements and best practices, including the Health and Social Care Act 2008 (revised 2012), Health & Safety, COSHH, Mental Capacity Act 2005, and Deprivation of Liberty Safeguards.
4. Control and oversee the home environment, ensuring adherence to health, safety, infection control, and environmental health legislation. Conduct risk assessments and fire checks to ensure safety.
5. Work with CIW to understand and comply with CIW Fundamental Standards; carry out statutory notifications as needed.
6. Manage legal and statutory documentation, including insurance and enrollment documents, and maintain records of maintenance issues and actions taken.
7. Monitor and investigate complaints, generate reports, and implement corrective actions and service improvements.
8. Assist in recruiting, inducting, and training staff, supporting their development and ensuring team adherence to standards.
9. Promote a culture of openness, honesty, and continuous improvement within the team.
10. Hold regular staff meetings, provide supervision, and support staff development.
11. Build positive relationships with staff, ensuring effective communication mechanisms are in place.
12. Participate in disciplinary procedures, including suspensions, investigations, and decision-making, consulting HR as necessary.
13. Implement and manage staff scheduling, including shift coverage, absences, holidays, and sickness.
14. Oversee medication management, including ordering, recording, disposal, and auditing.
15. Manage budgets and monitor expenditures related to petty cash, food shopping, and activities.
16. Safeguard service users and handle safeguarding issues appropriately.
17. Work with paid personal representatives to ensure care plans comply with Deprivation of Liberty Safeguards.
18. Be available on-call out of hours to provide advice, guidance, and attend incidents.
19. Attend supervision and engage in Continuing Professional Development (CPD).
20. Contribute to strategic planning, decision-making, and business growth.
21. Perform other duties as assigned by the director, appropriate to skill and competence.
22. Manage financial aspects, including budgets and financial reporting.
23. Write and audit behavioral reports and compile necessary documentation.

The service manager must possess skills and qualifications to support both adults and children living with learning disabilities.
