Job Purpose:
Responsible for planning and managing the delivery of vetting services, acting as decision maker for highly complex or contentious cases and gatekeeper for appeals and revocations.
Support the Head of Vetting in ensuring that all vetting services are delivered in line with the College of Policing Vetting Code of Practice and APP and with local force vetting policy.
Main responsibilities:
1. Support the Head of Vetting to ensure that vetting services are delivered on time and in accordance with the Vetting Code of Practice and Approved Professional Practice (APP), applying all relevant statutory and policy requirements.
2. Support the Head of Vetting in the development and delivery of business plans to include effective demand analysis (current and predicted) and clear resourcing requirements for the effective delivery of the service, ensuring value for money and efficient resource productivity.
3. Lead, motivate, develop and engage vetting staff, protecting and promoting workforce wellbeing to uphold professional standards and enable a high performing team.
4. Set, monitor and assess KPIs for individual team members in alignment with wider objectives, taking corrective action as necessary to ensure that they effectively contribute towards the achievement of force goals.
5. Analyse performance data and information against team objectives in order to report against performance management measures and inform workforce planning.
6. Support the Head of Vetting in maintaining ISO9001 accreditation. Manage effective quality control and ensure audit procedures are in place in order to maintain a high and consistent standard of security vetting within the organisation.
7. Provide advice and guidance to senior line managers; to resolve complex vetting and the vetting process issues and ensure that vetting services appropriately meet their needs.
8. Act as final decision maker for the vetting service, deciding highly complex or contentious cases including appeals and all revocations, and liaising with staff associations, human resources and line managers to ensure that appropriate follow-up actions are taken.
9. Monitor the impact of vetting on the recruitment and retention of individuals who have protected characteristics as defined by legislation, to take, support and promote positive action in respect of all under-represented groups within the police service.
10. Liaise with force colleagues in Counter Corruption and Professional Standards departments to share relevant information and to ensure appropriate risk mitigations are managed, implemented and monitored.
11. Build and maintain cooperative working relationships with other forces and national agencies, to facilitate the exchange of information and enable timely and effective vetting decision-making, developing information sharing agreements where necessary.
12. Participate in consultations at regional and national level on new developments in vetting policy and recommended practices, to contribute to such developments and to ensure that the local force’s needs are met.
13. To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.
Special conditions: Regular travel throughout Warwickshire, Casual Car User.
Person specification:
Knowledge:
* Educated to Degree Level or equivalent or have relevant experience/qualifications in relation to vetting, analysis and financial planning
* Supervisory qualification or experience of managing people (or willing to work to evidence this within first 6 months).
* Knowledge of relevant employment and other legislation including the Rehabilitation of Offenders Act, National Vetting Code of Practice and Home Office Guidance in relation to vetting (or willing to work to evidence this within first 6 months).
Experience:
* Experience of managing people and resources to deliver work in line with contract specifications/ Service Level Agreements.
* Proven ability to undertake data analysis, be customer-focused and achieve results
* Experience of managing a process-driven environment with a proven ability to continuously improve efficiency.
* Experience of making decisions around risk based on an acknowledged process such as the National Decision Model.
* Experience of assessing and managing risk
* Proven ability to work under pressure, managing a variable workload within strict deadlines
