Position Description
Operations Manager – Navy Base Operations Support (BOS)

Location: Diego Garcia (OCONUS / Remote Island Assignment)

Reports To: Program Manager or Designate

Role Level: Senior Site Operations Leader

POSITION SUMMARY

The Operations Manager is responsible for the integrated execution of all Base Operations Support (BOS) services at Navy Support Facility Diego Garcia. This role leads day-to-day operations across every annex of the BOS contract, ensuring continuous life support, facilities operations and maintenance (O&M), logistics, transportation, utilities coordination, and essential services in a 24/7, mission-critical, remote environment. The Operations Manager translates contract requirements into executable plans, synchronizes multi-functional teams, and maintains operational readiness, compliance, and customer confidence at one of the Navy’s most strategically important installations.

CORE RESPONSIBILITIES

1. BOS Operations Execution & Integration

• Direct and integrate daily BOS operations across all contract annexes, ensuring synchronized execution of life support, O&M, logistics, transportation, and essential services.

• Establish and maintain a disciplined operational rhythm including daily production meetings, shift handovers, priority setting, and issue resolution.

• Ensure service delivery aligns with Performance Work Statement (PWS) requirements, Quality Assurance Surveillance Plan (QASP) metrics, and Government priorities.

• Serve as the primary execution authority resolving cross-functional conflicts and removing operational blockers.

2. Base Life Support (BLS) & Service Continuity

• Ensure uninterrupted 24/7 life support services for military, civilian, and coalition personnel.

• Oversee billeting, dining support interfaces, custodial services, waste management, water and fuel support coordination, and morale/welfare support functions as applicable.

• Lead surge planning and contingency response for operational tempo changes, exercises, or emergent mission requirements.

• Maintain continuity of operations (COOP) planning to ensure resilience in a remote island environment.

3. Facilities Operations & Maintenance (O&M)

• Lead daily execution of facilities maintenance and service delivery activities, ensuring safety, quality, and schedule adherence.

• Ensure preventive maintenance compliance, rapid corrective maintenance response, and effective work prioritization.

• Coordinate with engineering, safety, and quality teams to meet inspection, surveillance, and compliance standards.

• Drive corrective action plans to address deficiencies and prevent recurrence.

4. Logistics, Supply Chain & Procurement Integration

• Synchronize logistics and supply chain activities to support uninterrupted BOS service delivery.

• Coordinate material planning, warehousing, receiving, inventory accountability, and distribution in a remote environment.

• Integrate procurement and vendor support to mitigate long lead times and supply risks.

• Ensure accountability and stewardship of government and contractor-owned property.

5. Workforce Leadership & Subcontractor Oversight

• Lead supervisors, managers, and functional leads across multiple departments and service lines.

• Establish performance expectations, accountability standards, and operational discipline.

• Oversee subcontractor execution, ensuring scope clarity, quality performance, safety compliance, and schedule adherence.

• Promote a culture of professionalism, safety, and mission focus across a diverse workforce.

6. Performance Management, Compliance & Reporting

• Monitor operational KPIs, trends, and risk indicators to ensure sustained performance.

• Lead corrective actions to address performance gaps before they impact mission or compliance.

• Prepare and deliver executive-level operational updates to Program Leadership and Government stakeholders.

• Support CPAR inputs, audits, inspections, and surveillance activities.

7. Safety, Environmental, Security & Risk Management

• Enforce safety, environmental, and security compliance across all BOS operations.

• Ensure adherence to installation security requirements and access controls.

• Identify operational risks and implement mitigation strategies to preserve mission readiness.

• Maintain readiness for emergency response, incident management, and continuity scenarios.

MINIMUM QUALIFICATIONS

• 8+ years of operations leadership experience in Government or DoD contracting environments.

• Demonstrated leadership of 24/7 operations supporting large, diverse populations.

• Experience managing multi-department service delivery and life support operations.

• Strong logistics, supply chain, or procurement background supporting mission operations.

• Active Secret clearance or ability to obtain and maintain.

PREFERRED QUALIFICATIONS

• Prior OCONUS, remote, or austere environment experience.

• Previous Base Operations Support (BOS) or Base Life Support (BLS) contract experience.

• Experience operating as a senior deputy to Program or Site leadership.

• Demonstrated success stabilizing or improving complex operations under performance pressure.

Purpose and Scope:

The Subcontracts Manager will be responsible for all phases of subcontract administration, cradle to grave, to include acquisition planning, source selection, cost/price analysis, negotiation, post-award administration and closeout. Responsible for ensuring compliance with both Amentum and government policies and procedures. This is an expert level position that will be expected to demonstrate extensive experience and subject matter expertise in government subcontracting, works independently on challenging, high-risk, and/or complex issues and negotiations, participates and leads multiple strategic projects, identifies and leads process improvement projects, lead efforts to support team and organizational goals, and is seen as a SME in the area of subcontracts management. Drives collaboration with stakeholders, other departments, and senior leadership. Executive level communication, both written and oral. Works with Subcontract Management and Compliance to drive adoption of new policies and processes. Represents Subcontracts with Capture Teams, Business Development, and Functional Area leads on strategy from capture phase through execution.

Essential Responsibilities:

1. Lead, develop, and produce subcontract documentation such as subcontracts, agreements, modification task/delivery orders, solicitations, estimates, cost/price analyses, negotiation memorandums, justifications, determinations, special contract provisions, representations, certifications and correspondence.

2. Lead, develop, and produce procurement documentation such as acquisition plans, source selection plans and evaluation criteria, RFPs, agreements, profit analyses, statements of work, data submittal requirements, and proposal preparation instructions.

3. Select the appropriate Subcontract/Purchase Order type (FFP, CR, T&M, IDIQ, etc.) that is best suited for the prime contract, program needs, and overall risk profile.

4. Evaluate proposals and quotations, determine offer responsiveness, responsibility, and eligibility for award, and lead/perform discussions and negotiations.

5. Monitor and track subcontractor deliverables including but not limited to invoices, certified payroll reports, daily status reports.

6. Conduct subcontract file reviews in support of Government audits as well as perform Managerial file reviews for junior level staff based on Amentum’s delegation of authority.

7. Conduct subcontracts training for technical and subcontract staff.

8. Draft/review/negotiate teaming and non-disclosure agreements.

9. Coordinate with accounting and finance departments in administering subcontract invoicing and payments, job cost management, contract audit/filing, and closeout process.

10. Ensure compliance with governmental law, including DBA, CPSR, FAR/DFARS, Agency-specific regulations, and divisional Amentum policies on subcontracts and procurement.

11. Monitor, collect, and review Subcontractor Certified Payroll Reports.

12. Ensure subcontract requirements are met, monitor cost status, assist in cost management, and coordinate issue resolution with customers.

13. Coordinate with junior level staff and report metrics to Operations.

14. Ensure the management of subcontract file(s), prepare and control of all modifications and correspondence.

15. Interface and coordinate with subcontractors and service providers, as well as Amentum HR, Finance, AP, and Program teams. Participation in cross-functional collaboration and tiger teams.

16. Monitor small business goals on assigned subcontracts, coordinate with technical staff, maintain records, and participate in small business outreach activities.

17. Develop negotiation strategy and conduct negotiation of terms and conditions with subcontractors.

18. Ensure cost or price analysis is conducted and adequately documented to ensure fair and reasonable price.

19. Maintain and process purchase orders, releases, and modifications in Amentum’s accounting system.

20. Perform all other position related duties as assigned or requested.

Minimum Knowledge, Skills, and Abilities:

21. Bachelor's degree in Business Administration, or related field, and twelve (12) years of experience in subcontracts, procurement, supply chain or related field, or a Master’s and eight (8) years is required. For this role, at least eight (8) years of prior experience must be directly with subcontract administration, with at least three (3) years of management experience.

22. Two (2) years of experience in procurement or related field may be substituted for each year of the four (4) years of college.

23. Excellent communication and negotiation skills and advanced knowledge of Sharepoint, Microsoft Office Suite, and integrated software applications are required.

24. Experience with various subcontract types (Cost-Plus, Fixed Price, Time & Materials, and subsets thereof)

25. Must be able to obtain and maintain facility credentials/authorization.

Preferred Knowledge, Skills, and Abilities:

26. Experience with Costpoint or similar ERP system, to include use of the purchasing module

27. Process improvement experience in a recognized methodology (Lean Six Sigma, CMMI, ISO)

28. Experience with AMRO, IBM Maximo, Hyland OnBase, Unanet, IBM Cognos, Deltek

29. Time and Expense systems

30. Capture and Proposal support experience

31. Specialized knowledge such as Construction, Engineering, Manufacturing, and Service r subcontract agreements.

Work Environment, Physical Demands, and Mental Demands:

32. Unique working environment on site at the Navy Support Facility Diego Garcia, British Indian Ocean Territory (BIOT) .

33. Working conditions at assignment location is exposed to weather and dust. Occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, and constant mental alertness; must possess planning/organizing skills and be able to work under deadlines.
